VANCOUVER – The race to commercialize lithium production in Saskatchewan is heating up, as EMP Metals begins work on its demonstration plant.

A number of announcements in recent weeks has the company starting construction of a demonstration plant at its Viewfield site, where it had previously reported the highest lithium brine concentrations yet publicly disclosed in Saskatchewan.

On Sept. 15 the company reported it has secured a number of permits, and on Sept. 17 EMP and the Ministry of Energy and Resources each put out press releases regarding the company’s successful application under the Critical Minerals Innovation Incentive (SCMII).

On Sept. 15 EMP Metals announced that it has received the required permits from the Saskatchewan Ministry of Energy and Resources and the Rural Municipality of Tecumseh No. 65 for the construction and operation of its lithium refining demonstration plant in Saskatchewan, known as Project Aurora.

Notably, EMP refers to this as a “demonstration plant,” as opposed to commercial production. Its competitor, Arizona Lithium, is currently working on financing for its Torquay-area play with regards to its first small-scale commercial production plant. That company reports commercial-scale direct lithium extraction (DLE) equipment is currently  being fabricated. Its pads are built and wells drilled, with the Arizona Lithium focusing on attracting capital in a difficult market prior to its final investment decision.

The EMP Metals Aurora demonstration plant will be located on the same well pad as the company’s horizontal well (4B-23) and vertical test well (4A-23) in the Viewfield area of southeast Saskatchewan, south of Stoughton. The planning and construction portion of the facility infrastructure is on schedule, with groundwork and site preparation already underway and building construction to begin in early September, the company said in a release.

Project Aurora is a collaboration between Saltworks Technologies Inc. and EMP Metals with a goal of applying innovation, reducing costs, and managing risks associated with lithium brine extraction and refining technology. The direct wellhead connected demonstration plant will process raw lithium brine into purified and concentrated lithium chloride (CLC).  The CLC will then be transported to Saltworks’ already established conversion plant in Richmond, BC, and continuously converted into lithium chemicals.

As for the Sept. 17 announcement, the Government of Saskatchewan’s Critical Minerals Innovation Incentive (SCMII) will support the development of EMP Metals Corp.’s Project Aurora, a lithium refining demonstration plant in southeast Saskatchewan.

“The SCMII supports a wide range of innovative projects targeting 11 emerging critical minerals in Saskatchewan, including lithium. Project Aurora will involve building and operating a small-scale lithium refining demonstration facility to innovate and prove out a model for larger, commercial-scale lithium production in the future,” the Ministry of Energy and Resources release said.

“This is an important and exciting step forward for Saskatchewan,” Energy and Resources Minister Colleen Young said. “By approving this project under the SCMII, we are opening the door to new technology that will lead to new investment, good jobs, and a more sustainable energy future. Project Aurora will help strengthen Saskatchewan’s position as a reliable supplier of the critical minerals the world needs and underscores our province’s status as one of the best places in the world to invest in responsible resource development.”

“We greatly appreciate the Saskatchewan government’s approval of our application for SCMII funding,” EMP Metals CEO Karl Kottmeier said. “Once again, Saskatchewan has proven that it is truly a supporter of new investment and technological development. With Project Aurora, EMP and our partner Saltworks Technologies are excited to be building lithium production in the province and bringing longer-term employment opportunities to the community. This support only deepens our commitment to our work in Saskatchewan.”

“Saskatchewan is clearly focused on harnessing its critical minerals, entrepreneurship, and innovation capacity,” Saltworks’ Sparrow said. “We are thrilled to be collaborating with EMP Metals and Team Saskatchewan to demonstrate next generation lithium extraction technologies that will help unlock new opportunities for current and future generations.”

Launched in 2024, the SCMII follows private investment and provides transferable royalty and freehold production tax credits on eligible innovation commercialization projects. The program is designed to drive investments that lead to greater recovery, improved environmental outcomes and increased value-added processing or byproduct commercialization in the province’s critical minerals sector.

In detail

Schubach spoke with Pipeline Online on Sept 17, fleshing out what’s taking place.

“We’ve got the ground work underway and completed for the most part. We were supposed to actually have some materials arriving this week for the building construction, but obviously that rain we had over the weekend has kind of put a bit of a pause till the ground conditions improve. We should still have some materials there later this week, but building construction will be underway starting next week,” he said.

A pole shed will be built for speed, efficiency and cost. “The demo facility itself has an operations timeline on it. It is, as of this point, not meant to be permanent.

He noted this work will be further derisking of piloting operations. Eventually they would build another building for the first commercial development.

Schubach said, “This demo plant is really for one purpose, is to establish the full flow sheet, establish an end-to-end continuous process, versus some of the batch type processes that we’ve done in the past for piloting.”

It will be a proof-of-concept project to prove out the economics and take EMP to its next step on the way towards commercialization.

EMP is looking at producing out of both the horizontal and vertical wells on that site, with the horizontal one ready to go. This will allow them to play with feed concentrations coming into the facility and to potentially isolate some alternative zones, as well as making blends of different feed concentrations.

In a related matter, in August EMP updated its National Instrument 43-101 filing to reflect its addition of land through public land auctions and freehold minerals. It also includes updated drilling and concentration data. “The increase you see there is combination of additional data collected from drilling and testing, as well as some additional land that was added to our overall package. A meaningful overall increase in the resource, bringing our total resource estimate to over 2 million tonnes of LCE. 930,000 tonnes of indicated LCE, and 1.12 million tonnes of inferred LCE.

With more reliable data they had the confidence to move more resource from the inferred to indicated status.

Schubach said, “We anticipate about a 12 to 18 month operation schedule for the demo plant. Then part of this collaboration and this partnership that we have with Saltworks Technologies out of Vancouver, who’s supplying all of the equipment, while all this data is being collected from the demo plant, we’ll be able to complete all the detailed engineering for a first commercial plant in parallel.

“So we have an advantage on speed to be shovel-ready for the first commercial facility. If everything goes as planned, financing discussions as well will be happening while this demo plan is in operation. We could potentially be shovel-ready with this project in early 2027. That first commercial facility, anywhere between 1,500 to 3,000 tons per annum, is the target with a two year timeline to build and get it commissioned and running.

“So, 2027 we could be shovels in the ground, starting construction. And then by 2029 is when you would probably see first commercial production.”

Lithium pricing impacts

All of this is taking place as lithium prices are just coming out of a big dip earlier this year. When the first targeted lithium well was drilled in Saskatchewan at this time four years ago, prices were in the US$20,000 range per tonne. In short order they rose to over $70,000 per tonne, but have since fallen considerably as electric vehicle sales stalled in North America and the US government under President Donald Trump rolled back electric vehicle mandates. Earlier this year those prices fell below $10,000 per tonne, but Schubach said they’ve since recovered about 10 to 20 per cent from the bottom, now in the US$11,000 to US$12,000 per tonne range. Schubach noted issues with a mine in China may be impacting prices.

And those numbers are significant, as most of the lithium developers in Saskatchewan used US$20,000 per tonne in their earlier calculations.

Schubach said, “Long term forecasts by sort of that 2030 time frame, analysts are expecting it to be in the US$20,000 to US$23,000 per tonne range. So again, long-term forecasts continue to be strong. It’s just to get a lot of these brine projects that are out there today, they require that, you know, US$20,000 plus per tonne to for their economics to work. So, that’s why we’re seeing a bit of a stall right now where everybody’s talking about future production. But until the pricing recovers, there’ll be a lot of projects that just will not be able to move forward until the pricing improves.”

He noted that raising money is difficult with pricing near the bottom and lots of excitement about other minerals, particularly gold.

Schubach said, “I think once we get that lithium price starting to move back up again, we’ve definitely seen a bit more interest as of late, and I think we’ll continue to get more and more interest. As EMP begins and continues to progress on its demo plant and getting that up and running, I think we’ll be in a really good position that when that pricing does recover to levels that make some of the economics work, we’ll be in a really good position to take advantage of that.

“And again, just to add to that, that is part of our goal with this demonstration plant, is to prove, through innovation of technology and the business model, to try to lower the cost of production as much as possible. And again, we have a clear path to reducing costs today through some of the technology that we’ll be implementing in this demo plant, and that our goal is to get that cost, total cost of lithium production, both capital and operating expense, below US$10,000 a ton to be profitable in today’s market, if pricing does stay there for longer than anticipated,” Schubach concluded.
