Pipeline Online editor Brian Zinchuk spoke with Premier Scott Moe on Dec. 12 in a year-end interview. In Part 2, Moe discussed the war in Ukraine is not over, but oil prices are lower than they were before it started, federal government causing a lack of investment in oil, oil price differentials, pipelines, crude-by-rail, immigration and birth rates.
