SASKATOON – Between growth in mining, the population, the economy in general, data centres, artificial intelligence and yes, even increasing adoption of electric vehicles, there is a broad expectation that power grids across North America will need to double in size between now and around 2050. Saskatchewan is no exception.

That’s why, back in October, the provincial government announced its plan to continue to use coal-fired power generation as it builds its way to nuclear generation. But creating electrons is just part of the problem. The next part is getting those electrons to the end user – though the electrical transmission system and distribution, commonly referred to as the “grid.”

And it was transmission, in particular, that was the focus of a Feb. 23 announcement by Minister of Crown Investments Corp and Minister responsible for SaskPower Jeremy Harrison. He released Strengthening Saskatchewan’s Grid: Transmission to Power Communities and Growth, a plan to expand Saskatchewan’s transmission system to the north, within Saskatchewan, but also to the east, south and west, as well as internally. It builds on the Saskatchewan First Energy Security Strategy and Supply Plan Harrison released on Oct. 20.

The announcement took place at Saskatoon’s JNE Welding, where the towers for new transmission lines are being made with Regina-produced steel.

Harrison said, “This is actually what makes the makes our power grid work, and it is the lines, and it is the towers, and it is what gets power from where it’s produced, at our generation facilities, to your house. And there is a very complicated set of things that have to happen, so that when you turn on your light switch, the power works, and that’s where transmission really is.”

He noted Saskatchewan has about 15,000 kilometres of transmission infrastructure, comparable to the entire United Kingdom, but with a population of 1.2 million people vs. 70 million.

He touched on the manufacture of the towers for both 230 kilovolt and 130 kilovolt lines which then carry power to substations and eventually consumers of that power.

Harrison said, “So why is this important? This is really one of the core pillars of our Energy Security Strategy, which we rolled out a number of months ago now, laying out our path for reliable and affordable power here in this province, today and into the future, really being a central part of that reliability and affordability.”

He said it was, “Really very necessary. In addition to that, to attracting investment for new projects that need to have power located in sometimes very remote areas of the province. How do we get that power to those projects, to make those investments possible? So really, what we are doing is a fundamental change in how we are looking at some of those decisions. Building for the future, not just building for the next project, but really building such that we’re going to be in a position to attract investment into the future, especially for large, generation sort of projects. So that is a really, a very significant change in how, at the company, we have looked at how we transmit power throughout the province.”

He said there where three priorities. The first was developing infrastructure in Northern Saskatchewan. “Probably a surprise to no- SaskPower residents of the province that we actually have two separate grids in Saskatchewan that are not connected –  entirely separate – a northern grid and a southern grid. And that has implications, because we actually have to wheel power through Manitoba if we’re going to move power through enterprise into that northern grid.

“What we are going to be doing is connecting those two grids, and that will be through both on the west side and on the east side. The east side, here you can see the green line, which will be between the EB Campbell station and the Island Falls Power Station. And that is a significant project that we have started work on. Now it’s going to be take time to complete that work, but that is a very, very significant change in having the northern and southern grids connected.

“Also, you can see between Meadow Lake up to La Loche, the northwest transmission system, that will be a significant investment as well in putting 230 kilo volt infrastructure those up to La Loche, which will allow for there to be significant investment.”

Currently, that level of high voltage lines only extend to Meadow Lake. But it is uranium mining, in particular, that is driving this particular development. Harrison said, “I think you’ve all heard about the uranium mines, a number of which have passed some of the regulatory steps to get to the next stage. But really, at the end of the day, we are going to need power that we’re able to power those facilities with.

“The other part of what we are doing here really has to do with our northern communities and improving the reliability, reliability of our grid into northern Saskatchewan. You know, I’m from Meadow Lake. I’m kind of at the end of the at the end of the existing northwest transmission system. Right now, there are challenges, and what we are really seeking to do is improving that reliability of our northern grid for our northern communities.”

Reinforcing the grid

Harrison said the second piller will be around reinforcing the existing grid to support reliability.

“This is a continuing significant investment for SaskPower,” he said. “This infrastructure is very complicated. We do a great job, I think, in maintaining but there are costs associated with maintain. So that is going to be a continuing part of what we do.

Interties

Interties are the connections between SaskPower’s grid(s) and external grids. That’s the Alberta Electric System Operator (AESO) to the west, Southwest Power Pool to the south, and Manitoba Hydro to the east.

Harrison said, “The other component that I think is going to be … around the third part, expanding interconnections; really central to our Energy Security Strategy of how we are going to build Saskatchewan into a energy powerhouse.

“That means we have to be able to move power that we are producing here, if we don’t need it here in this province, into other jurisdictions.

“On the west side, that’s Alberta. We have 150 megawatt connection right now. Alberta is on a different grid than we are on the called the East-West interconnect. So you actually have to convert the power from AC to DC back to AC, to harmonize the power to move between the Alberta and Saskatchewan grids.

“So Alberta has committed to increasing the size of that intertie, which will allow us to move more power, largely into Alberta. Because this interconnection has been open a lot of the time since it’s come back online in October, November. We literally have been helping Alberta keep the lights on through the cold spells that they’ve had, even in the last couple of days, where their intermittents were producing basically flat line. We’ve had to actually push power into Alberta. This will allow us to do that in a more significant way.

“We are in the process, right now, of building a much expanded interconnection to the Southwest Power Pool, which means into the United States. We have 150 megawatt connection right now that’s going to be going to 650 megawatts, which is which is significant on a four gigawatt grid that we have, here, in this province, allowing us to push power into the SPP for a profit, but we also were doing that through the cold spell in the United States, where we’re actually pushing power south into the US.”

“With Manitoba, we have five interconnects right now. We have about a 450 mega watt connection in total between those two. There’s some firm contracts between us, but that actually will allow us to move power through Manitoba into the MISO grid, another part of the grid, into the eastern and southern United States.

He noted the SPP intertie, underway right now, “will be about a $700 million project in total to move that connection to 650 megawatts.”

“The projects, both on the east side and the west side will probably be around a billion dollars each. I would say this too: very, very good discussions with the Government of Canada that we have been undertaking. As recently as two weeks ago, the premier and I met with Minister Champagne to really talk about this in in granular detail.

“So I would say (it has been) some very, very good discussions. I think there can be an expectation there’s going to be some pretty good announcements coming up. So not all going to be paid for by SaskPower. think there’s going to be federal partnership in putting these transmission putting this transmission infrastructure together as they get closer to their electricity strategy as well.”

Unique position

Harrison said, “So these are very significant changes, significant investments, that are really going to position us as a energy production powerhouse. And that really is the overall objective reliability and affordability here in this province, but also allowing Saskatchewan and SaskPower to use our resources here in this province, particularly uranium, as we are moving to nuclear power generation in this province, using our resources for our power here, but also using them To to produce profit through SaskPower for for our ratepayers here in Saskatchewan.

“This is going to allow our economy to continue to grow. We really are in a very unique position right now because of the energy security strategy and the decisions we took therein, to be in a position to allocate power to new projects right now on a significant scale. And there’s going to be more that will become apparent because of that unique position we’re in as we go forward, but this is going to further strengthen our unique position at the center of the North American grid, and we really look forward to it,” Harrison said.

With regards to the northwest extension of transmission lines to uranium mines, he said, “There’s an expectation that for the portions of lines that are going to be running to industrial sites, there is going to be a component, that significant component that’s going to be paid by the proponent companies.”

Harrison said, “It’s not going to all happen at once.”

He said, “This is a longer term plan to get to this point. But as far as the overall vision about being able to produce and move power around the province in between jurisdictions, that’s a really important part of the consideration as we go through the nuclear transition. And it will inform what technology makes sense, as far as that, that decision with regard to small nuclear, large nuclear, both these will all really be an integrated decision making matrix. So to do that, though, you really do have to have as a condition precedent the ability to move power through transmission infrastructure around the province and with our neighbors as well.”

“I think we are coming to a point where really the ability of economies to grow is going to be measured as much by their ability to put power onto grids and move it as by anything else. And that is a significant change you have seen in the last number of years, handful of years, demand growth across the North American grid. I think you’ve seen it around the world as well. But really that has been unusual to see the degree of demand growth that we have been seeing right now. And I think the acceleration in that demand growth is going to be incredibly unprecedented. So we are looking at 100% growth in demand just in this province over the course of the next couple of decades. I actually think that’s going to be significantly more than demand growth. I think that whatever power we can put onto the grid, we will be able to find use for whether it be through new projects, whether it be through the electrification of agriculture, there are going to be a number of demand drivers in the economy, and I really think the ability for Provincial, national state economies to grow is going to be measured directly as a result of how much power you can put on the grid.

Impetus

Pipeline Online spoke to Harrison on Feb. 24 by phone. Asked what the driving force behind all this was, be it mining, nuclear development, or age of the grid, he replied, “Well, I would say kind of a combination of a number of factors. We’re going to be adding generation capacity to the grid over the next 20 years. And that really means that we need to have that transmission capacity in place to take full advantage of what we are going to be keeping on the grid and adding to the grid as far as generation capacity.

He added, “The point of transmission is to get power from your generation facilities to where you actually need it. And in a lot of cases, where you actually need it is not where you’re where you’re generating it. So, you know, big part of that announcement had to do with the northern grid interconnect on the east side, the west side, as well, project that we’re going to be undertaking as we move forward, and also the interconnections the obviously, the one with the SPP is well underway already. But, you know, increasing our ability to export power as well, given the fact that we’re going to be putting more power on the grid as we move to nuclear.”

If Saskatchewan adds two 1,000 megawatt reactors, how much will the province have to rewire its grid, both internally and externally?

Harrison replied, “That will be a part of the consideration the company will give once we go through the technology selection process and once we get through the siting process as well.

“So that will be a central part of the of the consideration as we do that system planning out in the future.

“What we have really kind of committed to here, though, in this plan is how we export, how we get power to neighboring jurisdictions and power systems, and how we connect the northern grid, which for me, has been really a priority, being from northwest Saskatchewan. Really, the reliability part of this is, is significant. And you know, for especially on the on the west side project, where, you know, we’re doing that for a couple of reasons, not just mining is a part of it, obviously, and further investments into that space, but it’s, it really is about reliability for northwest communities as well. Putting 230 kilo volt infrastructure up to La Loche will have a marked impact on the reliability of the grid for whether it be will La Loche, whether it be Buffalo Narrows, whether it be  Île-à-la-Crosse, Beuval. That’s really an important part of this as well.

The intertie expansion to Alberta will be moving from the existing 150 megawatt capacity a the McNeill conversion station to 500 megawatts. That station has had reliability issues over recent years, and had been down for the better part of last year.

“There will be consideration given to whether a northern intertie is going to make sense as well. And I think in the context of potential large-scale nuclear, there likely would have to be another large, significant conversion facility on the on the northern part of our border with Alberta as well, into that western grid.

The McNeill Station is just north of the Trans Canada Highway, just west of the Alberta side of the border.

Harrison didn’t have a number for just how many more megawatts might be added to the existing 450 megawatts of intertie capacity to Manitoba, across five different locations. He noted that while SaskPower has a firm demand contract with Manitoba supplying us power, “we basically curtailed that on a number of occasions so that they could meet their their people demands in that jurisdiction.”

He added, “I think where the federal government will have a role in that, but Manitoba Hydro and SaskPower will have that conversation as well. I think it would not be unfair to say that Manitoba Hydro are very interested in increasing the ability to move power into Manitoba simply because they’re in a position where their hydro asset is maxed out, and it will likely be an import, or net import, or power over the long term from Saskatchewan. So we’ll have that conversation with Manitoba Hydro about what the appropriate what the appropriate quantity of interconnect capacity would be, I guess.”

The North American Electric Reliability Corporation (NERC) has certain rules for grids, and one of them is ensuring the grid has the capacity to handle the loss of its largest generator, which shouldn’t be more than 10 per cent of the grid overall. Adding 1000 megawatt reactors would mean that SaskPower would need to be able to handle one of those units going down, either for maintenance, fuelling, or a “trip.” Asked how SaskPower would backfill a reactor that size going down, with reference to the grid, Harrison said, “That’s a really good point, actually. So that really is why we need to start looking at the grid in the context of the Alberta demand, Manitoba demand, and the SPP demand, and what we can actually put through those interconnects. And I know exactly what you’re getting at, so that’s what will make sense, as far as increasing our export capacity, because we will need to be looking with large-scale nuclear if that’s where we make a decision to go. That will mean that we have to have a appropriate degree of export capacity, not just internally here as well, because that is, it’s a NERC guideline, but it’s there for a reason, too.”
