CALGARY- During the October, 2024, provincial election campaign Saskatchewan Premier Scott Moe said he’d like to eventually see Saskatchewan reach one million barrels of oil production per day. That dramatically exceeds his own government’s stated goal of 600,000 barrels per day by 2030. Doing so would more than double the province’s current ~450,000 bpd average production.
How can that be done? In the video below, Pipeline Online editor and owner Brian Zinchuk lays out a five point plan to attain that million barrel goal. It includes two government programs already initiated for this purpose, then discusses dramatic expansion of SAGD thermal projects in northwest Saskatchewan. Incorporating carbon dioxide-enhanced oil recovery by rejuvenating the Saskatchewan coal-fired power fleet and installing carbon capture on it is next. And the last frontier is figuring out how to make Saskatchewan’s oil sands economic. Investing in targeted research is key. This will require a lot more drilling rigs, and a lot more of everything. But it’s also the only realistic way Saskatchewan can dramatically grow its economy to pay for the social services its people are demanding, because tourism or Canola isn’t going to cut it.
Premier Moe is scheduled to join Alberta Premier Danielle Smith in Calgary on June 16 to “discuss their plans to increase production in their respective provinces and the role the Western Canada Sedimentary Basin will play in Canadian and North American energy and economic security.”

And the May 27 throne speech read by King Charles III spoke of efforts to make Canada an “energy superpower,” a phrase initially used by former Prime Minister Stephen Harper and now adopted by current Prime Minister Mark Carney. This plan is one way to work towards such a goal.
Zinchuk’s keynote speech was presented to the Canadian Association of Geophysical Contractors at their annual general meeting in Calgary on April 22, 2025.
