Federal Liberal climate change policies are responsible in large part for the barriers standing in the way of new oil pipelines to the West Coast and growth in Canadian oil production and exports. Given the serious economic challenges facing Canada and the impact of Liberal emissions reduction policies on the already crippling cost of living plaguing Canadians, you might think Mark Carney and the Liberals would put their radical climate agenda on the back burner and let the oil flow.
It is possible some progress toward solving these problems will eventually be made, assuming that the Alberta—Ottawa pipeline MOU results in the approval and completion of a new pipeline. A proponent(s) for the project is scheduled to be announced this week.

But even if the July 1 pipeline milestone is met, it does not mean the Liberals have fully abandoned their overly zealous and hideously expensive climate change crusade. Most of their industry-killing legislation, mandates and regulatory deadlines will still be in place. A subject we’ll return to later in this article.
By way of comparison, some recently published research shows that US Democrats have actually put the climate crusade on hold. Democrats in the US Congress rarely promote emissions reduction measures these days. In fact they tend to avoid any mention of climate change.
Who’d have thought America’s thoroughly woke Democrats would embrace a more realistic approach to climate change? Whereas, Canada’s Liberals have failed to break with the fanaticism of Justin Trudeau and Steven Guilbeault.

Here’s what’s different about the Democrats
Bill Clinton’s campaign strategist, James Carville, was right in 1992 when he famously identified the issue of greatest concern to US voters: “It’s the economy, stupid!”
A number of prominent environmental activists in the US are disturbed by the congressional Democrats’ revival of Carville’s maxim when it comes to the low level of attention they are paying to climate policy relative to economic issues like the cost of living. They have a name for the growing lack of enthusiasm on the part of Democratic members of the House and Senate for promoting the climate policies they traditionally embraced—they call it “climate hushing.”
On June 24, the environmentally-friendly publication, Inside Climate News, ran a story about a study it had conducted. The article was written by the science-data journalist, Peter Aldhous. The study measured the intensity of attention members of Congress have paid to climate change each month from 2016 to 2026. The researchers simply counted the number of press releases mentioning climate change issued each month by Democrat and Republican members of Congress.
During Joe Biden’s term as president the percentage of congressional Democrats’ news releases referring to climate change peaked at 27.6 per cent in November of 2021. The monthly proportion of Democrats’ press releases dealing with climate change never fell below five per cent while Biden was president. Over the same period the percentage of Republican news releases mentioning climate change never exceeded five per cent.

There was a big change following Donald Trump’s second inauguration. From February 2025 through May 2026 the Democrats’ monthly proportion of news releases discussing climate change was never higher than five per cent. Over that same period the percentage of Republican news releases mentioning climate change each month was never above one per cent.
According to Aldhous, the study results are consistent with the claim that losing the 2024 election convinced Democratic pundits and strategists that one of the big reasons for the failure of the Kamala Harris campaign was that it did not address the issues of greatest concern to most Americans. While polls showed kitchen table economic issues like the cost of living and health care costs were the problems of greatest concern to voters, Democrats were focused on things like climate change, affirmative action and the educational benefits of drag queen story hour. These were the sorts of special interest “boutique issues” that helped convince many of the working and middle class voters, who identified as Independents, to vote for Donald Trump.
Note: Tables 1 and 2 provided at the end of this article identify the political issues of most concern to American voters during the 2020 and 2024 presidential election campaigns. Readers might remember that tables presenting top of mind issues for Canadian voters were provided in my last article. In both Canada and the US, economic issues including the cost of living top the list of voter concerns while climate change polled considerably lower.
A number of the Democrats’ strategists and Democrat-leaning think tanks who participated in autopsies of the 2024 campaign recognized that continually harping about the need to cut emissions had hurt the party. This was largely because most voters believed that US climate policy was making a big contribution to the increases in their cost of living. Congressional Republicans hammered the Biden administration over the high cost of energy, making sure to link it to the Democrats’ climate change policies to the runaway cost of living.
Climate hushing has actually drawn support from several studies and strategy reports. In September of 2025, Democratic strategist Adam Jentleson’s think tank, The Searchlight Institute, published results of polling done in battleground states that found the answer to the question “How to Talk About Climate Change” was “Don’t” talk about climate change.

Another example provided by Aldhous was an op-ed that appeared in The New York Times in May 2025, written by Matt Huber, a professor at Syracuse University, specializing in energy and climate politics. According to Huber, “When it comes to climate change, for now, it might be better to say nothing at all.”
Paul Bledsoe, who managed climate change communications for the Clinton White House, recently conceded that it was not possible to impose expensive climate change policies while voters were being clobbered by the high cost of living. “You have to solve the inflation problem before you get traction on climate,” said Bledsoe, “that’s just the way it is for hard-pressed, middle-income and working class consumers.”

Canada’s elbows up stance on battling climate change
Now let’s compare the Democrats’ relative silence on climate change with the current state of climate change discussion among Canada’s Liberal MPs.
Supporters of conventional energy on the prairies are aware that the Alberta-Ottawa MOU proposes to provide a few minor concessions to Alberta and the oil industry. Some regulations like the clean electricity standards and the oil and gas production cap will be relaxed should the pipeline to the West Coast actually go ahead.
However, people involved in oil production in Alberta and Saskatchewan are also aware those concessions have hugely expensive strings attached to them, including a doubling of the industrial carbon tax and the building of the 20-30 billion dollar Pathways Alliance carbon sequestration project. In addition, the federal government has failed to fully amend the Impact Assessment Act (Bill C-69) in compliance with a Supreme Court decision that found many of its provisions to be unconstitutional intrusions into areas of provincial jurisdiction; natural resource ownership, control and management in particular.

The Liberals have similarly refused to overhaul or eliminate Bill C-69. And have not publicly explained how a new oil terminal on the West Coast can be built without first repealing or at least adjusting the Tanker Ban, Bill C-48.
The Carney government has also made a few tweaks to climate change mandates and deadlines, pushing some of them like the EV manufacturing mandate into the future.
Even with those changes and concessions, it is still fair to say Carney has not altered very much of the Trudeau/Guilbeault climate agenda. He’s light years away from becoming a climate change realist. But you wouldn’t know it given the protests of Liberal MPs, including at least one former cabinet minister… Guilbeault.
On May 22, CBC News revealed that back in April a group of 14 members of the Liberal caucus, aka the “Green 14,” had sent a signed letter to the prime minister denouncing what they described as a huge departure from Liberal climate orthodoxy (The prime minister’s office has not yet made the names of the 14 public). The letter emphasized that, “Climate change remains the greatest threat of our time.”

It was like a warning shot fired across the bow. The green meanies actually had the gall to try to intimidate the prime minister, while he deals with a slim four seat majority and a number of previously announced resignations from caucus set to occur by early this fall.
While most congressional Democrats have acceded to climate hushing, some of Canada’s Liberal MPs haven’t been muzzled. At least 14 of them are having a climate tantrum. And 14 MPs is more than enough to sink Mark Carney’s minority government in a confidence vote.
On the positive side, all this could be good news for supporters of the Prairie Connector pipeline recently approved by Donald Trump. This is the pipeline that proposes to transport 550,000 bpd of Alberta’s diluted bitumen from Hardisty, AB to Guernsey, WY. That is, provided the Democrats’ more relaxed, less alarmed approach to climate change survives Trump’s second term, or if the Democrats happen to win the 2028 election. The more optimistic among us might conclude that this reduces the chances that a Democratic President would cancel the Prairie Connector—as Obama and Biden famously did in the case of Keystone XL.
The bad news is that the average IQ of Canada’s elbows up, Liberal MPs may now be significantly lower than the IQs of Democrat office holders in the US. Obviously, Canada’s Liberal MPs are clearly intellectually impaired relative to congressional Democrats—the Democrats at least know when to shut up.
