TORONTO – They haven’t even finished building the first part of its Regina data centre, yet Bell Canada will now quadruple it in size. The announcement is the largest dollar value project in Saskatchewan history, and its power consumption will equal 42 per cent of Saskatchewan’s current power generation on a mid-September day.
One of the key announcements at the inaugural Canada Investment Summit, held in Toronto, was not for that city, but Regina. Bell Canada, through its AI Fabric division, will be quadrupling the size of the data centre currently under construction just southeast of Regina.
These data centres are often referred to by their volume of power consumption. The initial project, announced earlier this year and well underway for construction, is at 300 megawatt scale. The announcement made by Bell Canada CEO Mirko Bibic, Premier Scott Moe, Prime Minister Mark Carney and Minister of Crown Investments Corp. Jeremy Harrison is for a total project size of 1,200 megawatts.
That’s quadruple the original size. And the additional 900 megawatts of power generation will built by Bell as part of Saskatchewan’s recently announced “Bring Your Own Power” rules for data centres. The original 300 megawatts will come from the SaskPower grid, largely by bringing back the retired coal-fired Boundary Dam Units 4 and 5 back online.

The government press release said it would bring “the total estimated capital investment to more than $50 billion.”
As Carney put it, “This is a win for Saskatchewan. It’s a win for Canada and for all Canadians. I’m not going to repeat the facts and figures. I will just note that this is the largest capital investment in Saskatchewan’s history, and there’s been a lot of big investments in Saskatchewan history. It is the largest sovereign AI infrastructure network in Canada.”
Bibic said, “It wasn’t that long ago; it was in March of this year, where Minister Harrison and Premier Moe and I shared a stage in Regina where we announced the plans to build a 300 megawatt data centre outside Regina, which was then the largest data center announced in Canada at the time. And currently, we’re well under on construction, so the largest data centre being constructed today. The work is going very well, at scale, at pace. We’ve got structural frames up for three buildings, foundations being poured for the fourth building, the work going on for the power and cooling infrastructure.

“So, given the momentum, that’s a $10 to 12 billion capital investment project in the province of Saskatchewan. The work is going well. The demand signals are so strong that we went to see Minister Harrison and Premier Moe in July of this year, and said, you know, ‘Why not increase the ambition? The strategic partnership is working.’
“And here we are today. We’re announcing that we’re expanding that project, quadrupling it. It will now be a 1.2 gigawatt facility at full build out, requiring $50 billion in capital investment and economic activity.”

Put into scale, on a day like Sept. 12, total power generation for the province was 2,793 megawatts, of which 1,421 megawatts was natural gas-fired, and 679 megawatts came from coal. This project, alone, will be equal to nearly all of the gas power generation on a typical late-summer day.
Put another way, it will dwarf all other projects in Saskatchewan with reference to power consumption. The BHP Jansen Mine, when fully built out, is expected to require 300 megawatts to power the largest potash mine in the world. This Bell project will be four times that in scale, power consumption-wise.
The additional 900 megawatts of power generation to be built to supply it will in itself be more power than any of SaskPower’s large-scale power plants. The announcement did not say where that power generation would be built, be it adjacent to the data centre, or somewhere else and connected by transmission lines.
And to put the $50 billion in economic activity in scale, that’s equal to the entire Saskatchewan provincial budget for this year and last year, combined, with several billion more to spare.
Babic added, “So I was asked three specific times in the last day and a half, why did you choose Saskatchewan? And for me, the answer was simple: it’s because Saskatchewan’s a great place to invest. And while it’s easy to say, it’s really you know this government, these gentlemen who have brought exactly put the conditions in place for us to do this, brought all their resources together, brought the partners in Saskatchewan that we needed to make this happen: Trans Gas, SaskPower, SaskTel, who’s been a phenomenal partner of Bell Canada’s for decades. You’ve brought that all together to make this happen, and we’re grateful for it. And we’re happy to do more. And to Prime Minister Carney, thank you for setting the tone. I mean, you’re setting the tone for the country. You’re bringing leading investors from around the world to see what Canada has on offer and what we can do, and it’s it’s you know the tone and the ambition like this that’s giving us the confidence to put billions of capital in our own country, which is what we ought to do. And I know the sentiment is shared by many Canadian companies across many industrial sectors, that’s what it’s all about.”

Moe said, “Right now, in our province, we have over 60 large-scale projects that are either being planned or are under way. Together, they represent more than 62 billion dollars in private sector investment from people and companies that are choosing Saskatchewan and are choosing Canada. But we’re not stopping there. With your investment and your interest in Saskatchewan industries and Saskatchewan people, we have our sight set on the next 100 billion, and in just a few moments, you will hear an announcement that moves us much closer to that goal.”
He continued, “Canada is a nation of builders, and we have always built with a purpose. Throughout our history, we have built to secure our sovereignty, to shape our destiny, and to determine our own future. One hundred and fifty years ago, that meant building a railway across this continent all the way to the Pacific. Today, the infrastructure has changed, but the purpose has not. That same nation-building purpose calls for a new kind of infrastructure, infrastructure that protects our data and secures our sovereignty. Around the world, we are seeing AI data centres being built at extraordinary speed, becoming essential infrastructure for the digital economy. More and more, the information Canadians depend on: our personal information, our financial information, commercial information, it is being stored in these centers.
“So I would say, as Canadians, we have a choice: do we build the infrastructure necessary to keep Canadian data in Canada? Or do we leave our data sovereignty in the hands of other countries? Well, in Canada and in Saskatchewan, we have made our choice. We will protect what is ours. We will build what we need and determine our destiny on our own terms. The construction of one of Canada’s largest data centers is already under way just outside of Regina, due to an investment from Bell Canada.”
He noted George Gordon First Nation is partnered with Bell Canada on the project.

According to a release, the expansion was approved by the Government of Saskatchewan under the Data Centre Framework, released in August 2026.
The framework establishes six principles for major data centre investments in Saskatchewan:
- Canadian ownership and Canadian headquarters.
- Data sovereignty.
- Local jobs and partnerships.
- Operating experience.
- Bring Your Own Power.
- Centralized provincial intake through Crown Investments Corporation and the Ministry of Trade and Export Development.
“Once established, Bell’s AI Data Centre will help strengthen Canadian data sovereignty and data security while supporting the continued growth of Saskatchewan’s technology sector,” the release said.
“This nation-building project will help safeguard the digital infrastructure our families, businesses and public services depend on, while helping Saskatchewan build and power Canada’s digital future for generations to come,” Moe said.

Here’s what the backgrounder provided by the Government of Saskatchewan said:
The expansion is expected to support construction, operations, management and community jobs. It would also create new opportunities for SaskTel and Saskatchewan customers, while helping build secure Canadian digital infrastructure – with Canadian data stored in Canada, by a Canadian company, under Canadian rules.
- Construction jobs: Up to 800 to 1,200 construction jobs across trades and engineering would be sustained between 2026 and 2030 and beyond, beginning with construction of the initial 300 MW buildings.
- Operations jobs: The 1,200 MW data centre deployment and related natural gas power production would support up to 280 to 500 operations roles.
- Management jobs: The establishment of the Bell AI Fabric head office and a nation-leading data centre ecosystem in Saskatchewan would create up to 100 management
- Wrap-around services: Offsite and community jobs connected to a large AI data centre deployment could reach up to 3,000, including opportunities in areas such as security, logistics, maintenance and hospitality.
- SaskTel partnership: SaskTel will support Saskatchewan customer access to available services, including Government of Saskatchewan and commercial account
- Subject to technical readiness and commercial arrangements, Bell would set aside up to 10 MW of wholesale capacity to SaskTel for Saskatchewan data sovereignty purposes as part of the expansion phase.
- SaskTel will also act as an agent to resell Bell products and services to SaskTel customers, and Bell will partner with SaskTel on opportunities involving Saskatchewan start-ups, post-secondary institutions, municipalities, citizen services and the public
- Water use: Consistent with the site currently under construction, the expanded site will use a closed-loop cooling system that does not rely on municipal water for cooling. Much like a radiator in a vehicle, the system is filled with technical fluid once. The fluid remains in the system and is not discharged or regularly Saskatchewan’s cold, dry climate helps make that work. Beyond normal needs like washrooms, drinking water and fire safety, water use is expected to be similar to an office building with about 130 employees, or a golf course.
- Power use: Data centres do use a lot of electricity, which is why power planning is part of the work from the start. The project now includes a phased development of up to 900 MW of additional capacity through Saskatchewan’s Bring Your Own Power principle, creating a path to a 2 GW Canadian AI infrastructure hub in the province.

Bell is responsible for bringing forward the power the expansion needs as it grows, and Saskatchewan families and businesses will not pay for that additional power.

Environmental and regulatory approvals: Like any major project, this expansion will have to follow local permitting, bylaws and environmental Depending on the final design, that could include approvals related to fuel storage, air emissions, water and coolant management, and wildlife or sensitive habitat. If the project meets the threshold under Saskatchewan’s Environmental Assessment Act, it will go through the required assessment process.

National significance: The Sherwood facility would support Canadian AI compute capacity, help keep sovereign data and workloads in Canada, and build on Bell’s national fibre infrastructure.
UPDATE: Late on Monday afternoon, the Sask NDP released this statement from Shadow Minister for Technology, Innovation and AI Brittney Senger:
Today, we saw yet another hyperscale data centre announcement from the Sask Party government, with another 30 proposals under review. The 1.2 gigawatt data centre came in spite of absolutely zero public consultation.
As Premier Scott Moe aligns with CEOS and tech bros, he once again proves he has completely forgotten about the people of Saskatchewan.
Saskatchewan people continue to have questions. Scott Moe and Jeremy Harrison continue to run from basic transparency while making closed door deals.
Where will the power for a 1.2 Gigawatt data centre come from?
What will the environmental impact be of a project of this size?
How much water will the project use?
How many jobs will this create?
Who will the jobs go to?
What will the cost to taxpayers be?
Who does this really data centre really benefit?
We will keep fighting for answers, and the Saskatchewan residents whom we are accountable to.
It’s time for a government that does the same.
It’s time for change.
