ROSE VALLEY COLONY, VERWOOD, SK – In sharp contrast to the reception potential wind developers have received just down the road in Weyburn, at Rose Valley Colony, where Saskatchewan’s latest 200 megawatt wind farm will be going up, there was a choir, singing.
Seriously.
It was gusting sufficiently enough that the pinwheels mounted on the stage were buzzing rapidly. One of the colony leaders kept having to tape up or staple the display. When it comes to a day to announce construction of a wind project in Saskatchewan, those were good indicators the Rose Valley Colony, east of Verwood, Saskatchewan, might be a good candidate.
On Monday, June 15, dignitaries were invited to the sod turning for the newest, and largest, wind farm in Saskatchewan, the Rose Valley Wind Project.
The project takes its name from the Rose Valley Hutterite Colony, whose land will host 12 of the 27 planned wind turbines.
The 200 megawatt facility is under construction 30 kilometres east of Assiniboia and will operate under a 30-year power purchase agreement (PPA) with SaskPower.

It’s actually going to be capable of 210 megawatts, but will be limited to 200 megawatts. Thus, it will have the highest capacity of the recent crop of wind farms in Saskatchewan, all of which are in the 200 megawatt range. And those turbines will be the largest, too, meaning far fewer will be required compared to the other projects, both built and in the works.
Potentia Renewables Inc., along with their Indigenous partners M-Squared (M2) Renewables, a partnership between Meadow Lake Tribal Council (MLTC) and Mistawasis Nêhiyawak First Nation, will develop, own, and operate the 200-MW wind project through their subsidiary Rose Valley Wind LP, according to a SaskPower press release.

This will be Potentia’s second wind farm in the area. The first is Golden South, built to the south and east of Assiniboia, which was the province’s first 200 megawatt wind farm. It went online in 2022, and it has 50 turbines, each with a capacity of four megawatts. Potentia will soon start construction on a 100 megawatt solar facility, to be built just south of the coal-fired Poplar River Power Station, near Coronach. M2 is also involved with that project.
What makes this new project stand out, literally, is the size and scale of the turbines. Ben Greenhouse, Potentia Renewables CEO, said, “We’re using a 7.8 megawatt machine from Gold Wind, their 110 meter hub height, 175 meter rotor.”

That’s nearly double the output capacity, per turbine, of the neighbouring Golden South project, Potentia’s first major wind project in Canada.
Using larger turbines means needing fewer sites, fewer lease roads, fewer foundations and pads. In comparison, Bekevar Wind Facility, south of Kipling, is also 200 megawatts in nameplate capacity, but it required 36 turbines. At the time of its construction, those were the largest ones Saskatchewan. Rose Valley will surpass that.
Bekevar cost $345 million.

Also in contrast, the planned Seven Stars Energy Project east of Weyburn is also set at 200 megawatts, but it is expected to use 46 turbines. And its cost is expected to be over half a billion dollars.
The cost for Rose Valley, however, is expected to be $450 million. That may be a reflection of inflation since Bekevar, but also greater efficiency compared to Seven Stars, due to fewer sites being needed.

Greenhouse explained the project will have “Two hundred megawatts provided to the grid. SaskPower has introduced something called regulation mode that allows them to control the ramp rate slightly, so we’ll be building 210 megawatts of machines, but they’ll be controlled to only ever supply 200 megawatts to the grid.”
He added, “For the rest of this year, we’ll be really focusing on getting roads and foundation and our civil work ready. We’ll take deliver the first turbines in January, but not start putting them up until the spring. So we’ll just build a buffer of machines laying down, and then put them up when the spring comes.
Greenhouse said, “The total capital expenditure is just around $450 million Now that’s finance. We’ve got some private bank loans coming in to help, but also CIB played a significant portion. CIB was particularly important. I think she laid out her numbers – I don’t want to get them wrong – I think it was roughly 123 million of the debt the project holds, but in my mind, most importantly, they brought in an equity loan for the indigenous partners. So often, when we’ve worked with indigenous partners, they have a hard time sourcing the equity, not every community, but many of them. And CIB is really coming through and letting them put equity in now, which really increases the speed at which they get returns.”

Greenhouse said in his remarks, “If you’re with us in Regina, last May, Rupen (Pandya, SaskPower CEO) mentioned that while the price of our contract is confidential, the average bid in the process that procured this project came in around six and a half cents a kilowatt hour, with Rose Valley coming in under that average.
“I like to remind people as often as I can that renewable energy is in most places the most affordable source of a new megawatt of power. It is intermittent, it needs a grid that can handle that intermittency, but it’s affordable, and we’re proving that here.
“It’s also a major investment in southern Saskatchewan, about $450 million. It’s local property taxes, lease payments to landowners, a $25,000 a year community benefit fund directed by local government to local causes. During construction. Rose Valley will create somewhere between 150 and 200 jobs, and another five to 10 permanent jobs once the project is up and running, along with an expansion of the partnerships we built with local businesses at Golden South, and the creation of new ones.”

He added, “To the landowners hosting this project: Thanks for trusting us. We don’t forget this project is on the land that’s your home and your livelihood. You took a chance on us, and I want to assure you that you made the right choice. We intend to be good neighbors for a very long time. And specifically to our landowners, the Rose Valley Hutterite Colony, John, Sam, thank you for hosting us today and sharing your beautiful home with all of us today. We’re honored to be here.”
“So that’s where we are. We started a journey at Potentia in this province in 2019 and today we continue it. A year ago, we met in May in Regina and made a promise, and today we start keeping it. I’m proud of how far this has come, the relationships we’ve built, and I’m excited about what’s ahead. And I can tell you that Potentia is glad to be doing it here and with you.”

Chief Daryl Watson of Mistawasis Nêhiyawak First Nation
Greatest investment
Chief Daryl Watson of Mistawasis Nêhiyawak First Nation said they are situated where the Boreal forest meets the Parkland, and thus it is not as windy there.
“This is probably one of the greatest investments that our community is making moving forward.
“We all aspire to create generational wealth. A lot of our communities, First Nation communities, don’t really recognize what the impacts generational wealth can do to families and communities, but we know the benefits as a First Nations. A lot of our people, we place a lot of emphasis on education; education to get us to where we have to be surrounding our Misty Ventures group of companies. They are all guided by our people from our community that have the MBAs, the law degrees. Now we have civil engineers, chemical engineers that add value to what we want to do in our community.
“But the most important thing, you know, is understanding that economic reconciliation can work, and it’s proof by everybody here today acknowledging that we can all work together in a common space that produces tangible outcomes and results.

“When we look at First Nations making money, that was something that was passe. It was something that First Nations should have never, never embarked on, but you know, we know the difference. You know our money is just as green as anybody else’s money. So, with that, you know, we provide opportunities to our community back home, to our families that live in Saskatoon, Prince Albert, wherever our residents may may reside.

“But again, the whole notion of economic reconciliation, we firmly believe in that aspect. If we didn’t, we wouldn’t be here today, sharing, you know, the benefits of what you know Mother Nature has to offer. The wind is free, but today, you know, we’re creating opportunities from a standpoint where we can look at the growth in our community as well. We look at playgrounds, we look at sidewalks, all those things that are formed a lot of our First Nation communities.

“But now today, with the economic independence that we’re creating, it’s creating that space back in our communities that allow our communities to grow and nurture together collectively. But we all have that, that common, I guess, challenge, and that’s trying to provide healthy communities with the opportunity to participate, and all the good things that are out there,” Watson said.

A drum group played an honour song, in keeping with the First Nations traditions.

Welcoming hosts
The Rose Valley Colony does not have an ownership stake in the project beyond being a landowner. Even so, they put on a barbecue and offered tours of the colony to visitors. The singing took place during the barbecue.
John Kleinsasser is president of Rose Valley Colony, and also its minister. He said that 12 turbines will be on their land, and they’re they equivalent of 17 or 18 at the Assiniboia site. “They’re that much bigger,” he said.
The turbines will be to the east and west of the colony, but most will be north. The closest will be across the road.

Asked how long they’ve been working on the project, Kleinsasser replied, “Well, 2011 was the first time a gentleman from Sekuya (spelling unknown), it was Sekuya at that time, walked into my shop here, and said, ‘Hey, we want to lay some land, sign up some land for a wind farm. Well, it has been my dream forever to have a wind farm, but I had to wait 15 years for you to come to fruition.”
On the south end of the colony, there’s a large array of solar panels. The colony has been making use of renewable power generation for a while now.

Minister comments
Crown Investments Corporation and Minister Responsible for SaskPower Jeremy Harrison said, “We had a really very exciting announcement, a new wind generation project here in the province, 200 megawatts of new generation, a great partnership between Potentia Renewables, M2 Renewables, which is Mistawasis First Nation and the nine First Nations comprising the Meadow Lake Tribal Council.
“That’s going to really be enormously benefit for those First Nations, but also is going to mean that we’re putting 200 megawatts more of power onto the grid, renewable energy, as we’re in the midst right now of the largest renewable build out in the history of this province, and I think that’s been lost a little bit in some of the discussion around power, but I’ve been very clear. All-of-the-above approach has been the objective of this government. It’s really the centerpiece of the energy security strategy. Renewables play a role in that, and that’s that’s what we’re announcing today. 200 megawatts of a 900 megawatt renewable build out, 700 in progress right now, 200 just brought on at Bekevar, so really very, very significant, and something we’re quite proud of.”

Just a few days before, the NDP held a town hall in Moose Jaw and accused the Saskatchewan Party government of not building enough power generation. However, nearly all of the current wind and solar fleet has been built under Sask Party administration. Asked about this, Harrison said, “It’s absolutely true. All of the solar generation in this province has been brought on stream by the Saskatchewan Party government. The vast majority of wind power generation has been brought online by the Sask Party government as well, and there’s going to be more. You know, we’re looking forward to further announcements and groundbreakings of renewable energy projects. Just last week we had the Turning Sun sod turning, which will be the largest solar generation project in the province. Today, 200 megawatts of wind, which will be the largest, or tied with the largest wind generation projects in the province as well, which means we’ll have, over the course of just the last couple of years, 900 new megawatts of wind generation, which will take the province’s renewable grid to about 35% of the entire capacity of our of our power system will be generated by renewable power.”
While it was windy at the site that day, with pinwheels nearly flying off the stage, in Alberta, wind output fell to six megawatts out of a total grid-scale capacity of 5,684 megawatts. That’s less than one tenth of one per cent of nameplate capacity in that province. This occurred about an hour before the Rose Valley sod turning.
Asked about this, Harrison replied that’s why an all-of-the-above approach is so essential.

“I’ve said all the way along that renewables can play a role on the grid, but they’re not a replacement for base load power generation. They have to be backed up by baseload power, and that’s what we’re making real investments into as well. Just last week I did an official announcement or opening of the EB Campbell Hydro Station, which had been entirely life extended refurbished. That’s going to be adding 300 megawatts to the grid between hydro and gas and coal and biomass, which we talked about here today. We are taking an all of the above approach, making sure that we have sufficient base load power for wind, and you are going to have periods where intermittents are not generating power. Alberta has been a great example of that.
“In fact, we’ve been keeping the lights on in Alberta for about the last three days by exporting power from Saskatchewan into Alberta, because of the fact that their intermittents have really flatlined. So, we’ve been exporting power into Alberta to keep the lights on, because we have made these decisions about ensuring we have sufficient base load, but also making sure that we have renewables as a part of the grid.”
