CALGARY – A new West Coast Pipeline project was announced on July 2, and it’s a redux of the Trans Mountain Expansion – the one that was supposed to cost $7.5 billion and came in closer to $34 billion.

Prime Minister Mark Carney and Alberta Premier Danielle Smith made the announcement in Calgary, where Smith submitted the province’s proposal for the project to the Major Projects Office, seeking a Project of National Interest Listing under the Building Canada Act.

The pipeline is expected to “transport more than one million barrels of oil per day to Canada’s west coast and strengthen access to growing Asian markets, helping meet Alberta’s goal to double its oil production to eight million barrels per day over the next 10 years,” according to the Government of Alberta press release.

While previous indications, from Alberta at least, heavily favoured a route to northern British Columbia, with a terminus at either Prince Rupert or Kitimat, the southern route, again to the Lower Mainland, prevailed. Most of the Trans Mountain Expansion (TMX) route will be followed, except in the Lower Mainland. Instead of terminating at the Westridge Terminal in Burnaby, which has notable restrictions on the size of tankers, this new pipeline will end at Roberts Bank, at the extreme southwest corner of the mainland. This new site will allow supertankers, known more formally as very large crude carriers (VLCC) to load. However, it will be notably more distant from Asian markets than Prince Rupert or Kitimat.

Ironically, Roberts Bank is also the main coal export terminal.

 

According to the application, “The Bruderheim Receipt Terminal and the Roberts Bank Delivery Terminal would each have 15 tanks, with about 6.5 million barrels of oil storage capacity at each location. The Bruderheim Receipt Terminal will cover about 50 to 60 hectares, and the Roberts Bank Delivery Terminal and Marine Facility will cover about 260 hectares.

“The marine facility at Roberts Bank would be designed to handle large ocean-going tankers. It would include two loading berths capable of serving very large crude carriers. These vessels can carry about 1.9 million to 2.2 million barrels of oil per shipment. The terminal would be connected to shore by a jetty and supporting infrastructure. The location and design of the marine facilities would consider marine navigation, environmental protection and safety requirements.”

The map shows four significant areas where a new corridor is planned – west of Edmonton, just west of the BC/Alberta border, between Blue River and Clear Water, and from Hope to Roberts Bank, where it will instead take a new route through the Lower Mainland.

Choosing this southern route allowed the northern BC tanker ban to remain in place, soothing ruffled feathers of both the NDP BC government and some First Nations. It will allow a pipeline to be built without repealing Bill C-48, the tanker ban, one of the “nine bad laws,” Smith had made an issue of with regards to restricting growth in the Alberta oil sector.

The Government of Alberta’s web page for the project notes, “Early work construction may start as early as September 1, 2027, once Indigenous consultation is complete and all required approvals and permits are in place.” That is an extraordinarily short time frame from proposal to possible shovels in the ground, compared to previous projects, including the defunct Northern Gateway and Energy East proposals. Both of those failed as regulatory approvals took forever and ultimately saw the goal posts moved.

TMX benefited from having the Jasper National Park portion built around 2007-8 or so, long before the rest of the pipeline was built. This new pipeline, following the same route and paralleling the existing two Trans Mountain Pipelines, will have both the advantage of recent experience along that right of way, but also likely see a repeat of many of the challenges that made TMX so grossly over budget in the end. And there was no talk during the press conference of how much this project was expected to cost, either.

 

Like TMX, this project will have federal government involvement, but not only the feds. “Canada and Alberta will each share equal partnership in the project, and there will be a meaningful equity stake reserved for Indigenous Peoples. Consultations with Indigenous representatives will begin immediately. Pembina Pipeline Corporation will be a private sector investor and will contribute its expertise to the project’s development, which will be led by Trans Mountain Corporation,” according to the federal press release.

Prime Minister’s remarks

Calling it a “low ball figure,” Carney said the announcements made on that day (including related announcements earlier in BC) “will catalyze well over $200 billion in direct investments in Canada, trade over 175,000 new jobs across the country, and we are just getting started.

“These benefits will be shared widely, including with indigenous peoples as full partners, and they will create resources for the social programs on which Canadians rely. This is cooperative federalism at work, it’s the kind of unity and collaboration that Albertans Canadians rightly expect. They expect it on principle, and they expect it because it’s required for Canada to prosper in a rapidly changing world.

“You asked for it. We promised it. Now we are delivering, because when we work together, Canada controls its future. This is a new approach that helps us reach our full potential, one that builds in partnership, partnership with federal government, Alberta, British Columbia, partnership with territories, partnership in indigenous peoples, partnership with the private sector, indigenous people full partners, partners in development, operating, and equity ownership.”

Carney spoke of agreement to “reform carbon markets,” the Pathways Alliance project that is closely tied to the pipeline project.

He continued, “The federal government will maintain the tanker ban to protect Canada’s coastlines and precious habitats, and consistent with the MOU is a prerequisite for the pipeline, the government of Canada, the government of Alberta, and the Oil Sands Alliance – the five companies in the Oil Sands Alliance – have now agreed on the terms to launch the Pathways Project, the world’s largest carbon capture and utilization and storage project, which, together with other emission reduction commitments in the agreement, will achieve 16 million tons of emissions reductions per year, or the equivalent of taking 90% of the cars in Alberta off the road.

“Critically, what we’ve agreed is that the time for action is now. We will refer a submission from Alberta’s West Coast Pipeline Project proposal immediately to the Major Projects Office. Consultations will begin immediately with indigenous communities, relevant provinces, and territories to determine listing under the Building Canada Act by October 1, as per our agreement.”

“Canada and Alberta will be equal partners in this project, as I said, meaningful ownership stakes available for indigenous communities also benefit from indigenous contracting employment alongside funding to strengthen that capacity.

“The Trans Mountain Corporation will plan and construct the pipeline. They will work closely with Pembina Pipeline Corporation who will bring its private sector expertise, its capital discipline to the construction and operation of the pipeline, and I’d like to thank the CEO, Scott Burrows, for his leadership and his presence.”

Premier Smith’s comments

Smith said, “Beneath our feet here, in Alberta, we stand on oil reserves valued at more than $9 trillion. This resource wealth presents our nation with boundless opportunities. Developing these resources would equate to hundreds of billions of dollars in government revenue that could be used to support core social programs like health care and education, bolster Canada’s national security commitments under NATO, and unlock economic prosperity for indigenous peoples.

“It would enable governments across the country to invest in the priorities that matter most, while creating hundreds of thousands of jobs and driving unprecedented economic growth across the entire country. Following the existing Trans Mountain pipeline corridor, this project builds on existing infrastructure. It reflects feedback from indigenous groups and the government of British Columbia, reduces regulatory barriers, given it would not be subject to the Oil Tanker Moratorium Act, and gets Canada’s most valuable natural resource to global markets faster.

“The proposal also includes an equity ownership partnership and opportunity for Indigenous communities, and more details on this will be shared in the coming months ahead.

“There is no doubt whatsoever that this pipeline is a project of national interest, one that will help connect Alberta oil to global markets and strengthen our country’s economic future for decades. The West Coast oil pipeline will transport more than 1 million barrels of oil per day to Canada’s West Coast and strengthen access to growing Asian markets, helping to meet Alberta’s goal to double oil production to 8 million barrels per day over the next 10 to 15 years.

“This project will be built safely and efficiently through an unprecedented public-private partnership between both the Alberta and federal governments with Pembina Pipelines, along with First Nations.

“And make no mistake, in addition to the substantial new royalties generated from the oil needed to fill this pipe, oil pipelines like this are very profitable. The profits from this pipeline will generate billions in revenues over the coming decades for the provincial and federal governments, and will enrich Indigenous communities that choose to partner with us.

“And speaking of oil royalties, Alberta’s government is also finalizing another agreement with the federal government and the Oil Sands Alliance to significantly expand oil sands production and advance Pathways, the world’s largest carbon capture and storage project.

“Doubling oil sands production is a big task. Doing so in the most environmentally responsible manner is an even bigger task, but this agreement will allow us to achieve both. Our oil sands partners will have the incentives they need to launch a super cycle of production growth in Canada’s most valuable deposit of natural resources, and pathways will make Alberta bitumen along among the lowest emission heavy oil globally.”

Smith couldn’t help but take a dig at the previous Liberal government under former Prime Minister Justin Trudeau, saying, “We’ve certainly come a long way from talk of phasing out Alberta’s oil and gas, haven’t we?”

Asked if there was concern or risk here that we’re trading more commercially viable project for a politically palatable one, Smith replied, “I can tell you that we looked at both projects, and in fact the southern route had key advantages of using an existing pipeline route, existing established relationships with the Indigenous partners and potential partners along that line, as well as the ability to reduce the amount of time to get it to market.

“And anyone in the private sector will tell you it’s those delays that are to be in production and to be earning revenue, which is one of the big factors for consideration. So as we looked at this one and realized that fairly comparable when it comes to the amount of dollars that would have to be outlaid, but you’d likely be able to build this one a couple or more years faster, that factored into the decision making.

Carney added, “the very important aspect of de-risking, de-risking in time, being clear about, as the Premier just said, time to market, we’re also goes back to what the G7 asked, what we hear from Asian partners, what I heard from the President of the Philippines today. There’s an energy security issue today, and so the interest is how we move towards that.

“And if I could broaden it, and then to you, sir, is of course we’re providing Canada’s providing a variety of energy solutions, and another form of those energy solutions is LNG coming through Port of Prince Rupert, Kitimat, and I’ll just refer to the Coastal First Nations comments today, and the consistency of what we’re doing today with a series of energy projects moving forward to provide solutions.”

Asked about government equity in the project, and the private sector finding it too risky, Smith said, “I would say that we did have a number of projects, and I can elaborate upon them. I mean, we did have Northern Gateway that had all of its approvals, they were then canceled. We did have Keystone XL, who had all of its approvals, and we’re starting to build pipelines across the border, and a presidential permit was canceled. We had Energy East, that was a billion dollars into a regulatory approval process, and couldn’t see the way to a finish line, so it was canceled.

“So, we have pipeline companies that have literally spent billions of dollars in recent years on failed regulatory approval process, but that’s the environment we’re finding ourselves in. And so it does take some work, I think, to make sure that the private sector proponents understand that this is a real process. There’s a real commitment on the part of all three parties, myself as well as the premier of British Columbia, as well as the Prime Minister to get this project to the finish line, so whether what the share of the private sector stake will be that remains to be seen. Maybe over time, as more and more certainty comes in, maybe we’ll be talking with Scott (Burrows, Pembina CEO) about him wanting to take on a larger and larger share, but we want to make sure that a company knows that we’re walking this path with them, so that we can, we can get it to the end, and I won’t, don’t both speak for the Prime Minister, but I did notice that they have already received over $1 billion dividend payment from the Trans Mountain pipeline, and so it seems to me that once you get through the construction process and you start earning revenue, it is an incredibly lucrative type of infrastructure that will benefit taxpayers, that was our consideration as well.”

Carney said profitability was an important point, adding, “One of the first questions about the profitability of TMX, TMX,  de-risked, up and running now is very profitable, and it’s returning real cash to Canadians that is supporting social programs, supporting other things, and this is one of the things we’re conscious of in terms of TMX sovereign fund, other aspects. Much bigger answer.

Let me make a fundamental point, which is, and I started my comments by early in my comments, I said we were low balling this deal of investment. For the reason I was low balling the scale of investment is I wasn’t accounting for all of the upstream investment in oil and gas. So a series of announcements, some of it is port infrastructure in BC, which is much for other commodities, it’s for goods exports, enormous opportunity, other logistics exports, clean energy investments in British Columbia, critical mineral investments. Beyond, there’s a series of investments, which we’re not counting, which the broader MOU will unlock on interties, on gas turbines, potentially nuclear investment data centres, a series of other things. We are talking hundreds and hundreds and hundreds of billions of dollars of investment. The vast, vast majority of that is going to come directly from the private sector. The measures we’re taking are catalytic in order to help unlock all of that.”

Poilievre disagrees with start and end points of pipeline

Conservative Leader Pierre Poilievre panned the southern route plan, saying that both the origin and terminus were in the wrong spots. He said the pipeline should begin at Hardisty (which falls within his current riding) and end in either Prince Rupert or Kitimat.

In a press conference clip his accounts posted on social media, Poilievre said, “I think the North Coast ban is ridiculous. American tankers travel through those same Pacific waters all the time from Alaska to the US West Coast, so why does Mark Carney believe it’s safe for our American tankers carrying American oil from Alaska to California is safe, but it’s not safe for us to send Canadian oil over to Asia through the same passages?

“Secondly it takes about 36 hours less time to get to Asia from northern BC as it does from southern BC, and that’s because of the curvature of the earth. That’s just simple geometry. The further north you go, the shorter the curve you have to travel to get to the other side of the pond. And so that’s why we believe that the best place to put a pipeline is to Prince Rupert or Kitimat, which can take a million barrels, mostly to Asia.

“We don’t want a pipeline that will simply lead tankers to take the oil south down to the California West Coast. We’re trying to diversify here. So the only way, the best way to diversify is by permitting a pipeline from Hardisty, Alberta to Prince Rupert or Kitimat to ship a million barrels a day over to Asia, and we hope that the Prime Minister will signal his willingness to grant such a permit today.”

Saskatchewan response

The reality for Saskatchewan is that it is unlikely a single drop of Saskatchewan oil will find its way into this new pipeline, if built. However, as more Alberta crude finds its way to the proposed new pipeline, that may free up additional space in existing pipelines, particularly the Enbridge Mainline and Keystone pipelines, to export markets in the U.S.

But the larger impact will likely be a further reduction in the differential between heavy crude pricing and West Texas Intermediate. The opening of the TMX pipeline in 2024 had a significant impact on reducing that differential, such that it is typically in the US$10 to US$12 range per barrel. In previous years, the differential often rose to several times that number, costing Saskatchewan hundreds of millions of dollars in lost royalties.

The announcement came late in the day, and no response was posted by email or online from Premier Scott Moe. This story will be updated if and when a comment from the premier is issued.

 

In August, 2022, Trans Mountain recently completed installation of new pipeline and the replacement of an existing segment under the Coquihalla River. The work was done simultaneously to minimize impact to the environment and neighbours. LinkedIn/Trans Mountain

Saskatchewan NDP Leader Carla Beck said in a post on multiple social media, “Today, major decisions about our country’s energy future have been made across Western Canada.

“Saskatchewan should be a powerhouse in these discussions, but we’re not even part of the conversation.

“Ottawa is moving to build Canada from coast-to-coast with game changing infrastructure, but the Sask. Party can’t even produce a list of the projects its advocating for — something we’ve been calling on them to release to the public for 295 days and counting — if such a list exists at all. Not a single project with a dollar value attached has been announced to date for Saskatchewan.

“Our team has laid out an ambitious Grid & Growth Plan that would benefit greatly from investment from the Federal Government, in the form of electrical interties to connect provinces for power generation and key infrastructure to power the electricity grid of tomorrow.

“We should be building Saskatchewan as a major economic hub in the heart of Canada. Instead, Moe has us at the back of the line.

“We have the resources. We should be leading the conversation, not sitting at the kid’s table.

“It’s time to build Saskatchewan for tomorrow. It’s time for change.”

Additionally, as Carney announced a separate agreement on multiple fronts with the British Columbia government, the question then becomes when does Saskatchewan come up to the plate for its own bilateral development agreement with the federal government?

Today, the world faces an energy crisis on three levels: our cost of living, our climate, and our sovereignty increasingly depend on a nation’s ability to supply and control its own energy. More than any other country, Canada is positioned to become the leading supplier of clean and conventional energy to ourselves and the world. To harness this opportunity, we need a new approach – one that builds sustainably and in full partnership with provinces, territories, Indigenous Peoples, and the private sector, and at the speed and scale this moment demands.

To that end, the Prime Minister, Mark Carney, today announced that the Government of Canada will refer the Government of Alberta’s proposal for a west coast pipeline project to the Major Projects Office (MPO). This pipeline would transport one million barrels per day of oil toward global markets. The proposed route will largely follow the existing Trans Mountain corridor and will fully respect the Oil Tanker Moratorium Act.

Canada and Alberta will each share equal partnership in the project, and there will be a meaningful equity stake reserved for Indigenous Peoples. Consultations with Indigenous representatives will begin immediately. Pembina Pipeline Corporation will be a private sector investor and will contribute its expertise to the project’s development, which will be led by Trans Mountain Corporation. With the governments’ stake in this project, we will act as catalysts creating additional opportunity for private investment as the project advances. This is a historic partnership between government, the private sector, and Indigenous Peoples to build nation-changing infrastructure that unlocks our resources and delivers them to global markets. This moment is a once-in-a-lifetime opportunity – and Canada is moving quickly to seize it.

The MPO will now initiate the process for the pipeline’s potential listing as a national interest project under the Building Canada Act and immediately begin consultations with Indigenous groups, provinces, and territories. Listing under the Act means that the project would undergo a streamlined review that upholds rigorous environmental standards and fully respects the rights of Indigenous Peoples, while streamlining the federal permitting process. Should the project be listed as one of national importance by the MPO, it will be subject to the conditions set by the Office. Throughout this process, the MPO will engage with the Government of British Columbia, and all decisions will be informed by meaningful consultations with Indigenous communities.

To ensure Alberta will export some of the lowest-carbon intensity oil in the world, the Government of Canada, the Government of Alberta, and the Oil Sands Alliance have reached an agreement to advance construction of the Pathways Project. Pathways will be one of the world’s largest carbon capture and storage projects, and alongside other emissions reductions commitments in this agreement, it will achieve 16 million tonnes of emissions reductions per year.

Together, the construction and operation of a west coast pipeline project and the Pathways Project will create approximately 175,000 new jobs in Alberta, British Columbia, and across the country. In addition to the economic development opportunity inherent in Indigenous Peoples participating in holding an ownership stake in the pipeline, the project will generate significant economic opportunity for Indigenous communities through business development, contracting opportunities, jobs, training, and opportunities for equity ownership.

The initiatives announced today reflect the Memorandum of Understanding between the Government of Canada and the Government of Alberta reached in November 2025, and its Implementation Agreement reached on May 15, 2026. The agreement reached with the Oil Sands Alliance gives industry the certainty they need to invest and build. It includes major commitments to sustainability and unlocks our world-class natural resources.

This is cooperative federalism at work. Today’s agreement realises the enormous potential of Canada and Alberta when we build together. In a more dangerous and divided world, Canada is focused on what we can control – we are building our strength at home, diversifying our export partners, and fulfilling our potential as an energy superpower.

  • A new west coast oil pipeline will strengthen Canada’s energy exports while creating jobs, attracting investment, and increasing government revenues.
    • Up to 140,000 jobs are expected during construction and operation.
  • The Pathways Project will contribute more than $16 billion to Canada’s GDP, and support more than 40,000 jobs annually.
  • Building on today’s announcement with Alberta, Prime Minister Carney and the Premier of British Columbia, David Eby, signed the new Canada-British Columbia Cooperative Prosperity Agreement, which will further accelerate the construction of major energy and trade corridors throughout the province while building the trade infrastructure we need to ship Canadian energy to new markets around the world. Through these initiatives, Canada’s government is catalysing over $200 billion in new investment, while advancing our trade agenda across Asia.
  • Today’s announcement builds on recent progress by Canada and Alberta as agreed in the MOU signed in November 2025:
    • In March 2026, Canada and Alberta reached an agreement-in-principle to reduce oil and gas methane emissions by 75% below 2014 levels by 2035 in Alberta.
    • In April 2026, Canada and Alberta signed a co-operation agreement on Environmental and Impact Assessment to implement a streamlined and flexible impact assessment process to get major infrastructure built faster.
    • In May 2026, Canada and Alberta signed the Implementation Agreement that sets out the framework to implement the November 2025 MOU and translate that shared intent into economic growth and investment. This includes developing priority projects, increasing Alberta’s oil, gas, and electricity production, and advancing progress toward net-zero greenhouse gas emissions by 2050.
  • Through the MPO, launched in August 2025, the Government of Canada is driving tens of billions of dollars in further investments, while creating the conditions for a better connected, more productive, and ambitious country.
    • With today’s announcement, the MPO is advancing a total of 23 nation-building initiatives across nuclear, LNG, critical minerals – such as nickel, graphite, and tungsten – and transportation infrastructure. Together, these projects represent over $135 billion in investments in our economy and more than 150,000 new jobs.
    • Already, the Contrecœur Container Terminal Project and the Nouveau Monde Graphite project, in Québec, have both broken ground – less than seven months after being referred to the MPO. The MPO has also helped the Nouveau Monde Graphite project finalise important offtake agreements and LNG Canada’s proposed Phase 2 expansion reach an agreement that will finalise conditions to enable a potential final investment decision this year.
    • Last month, the government initiated the process for three projects referred to the MPO to be listed as projects of national interest under the Building Canada Act. The projects are the Mackenzie Valley Highway Project, the Grays Bay Road and Port Project, and the Nuclear Waste Management Organization’s Deep Geological Repository.
