SASKATOON – The Saskatchewan NDP is pushing the federal government for expansion of provincial electrical grid interties by way of the “major projects” scheme.

In Canada, each province operates its own internal power grid. Those grids are connected through “interties.” Currently, Saskatchewan has interties to the east, south and west, but they are comparatively small in capacity. The intertie to Alberta is only 150 megawatts, and in recent years has been plagued with maintenance issues, spending much of last year out of service. To the south, the existing intertie is also just 150 megawatts, but an agreement with the Southwest Power Pool has a 500 megawatt expansion under construction to the tune of over $600 million.

Saskatchewan’s intertie to Manitoba is 425 megawatts.

To put these into perspective, 150 megawatts is the size of the retired-but-soon-to-be-restored Boundary Dam Units 4 or 5, each at 150 megawatts. Alternatively, its about the size of the Yellowhead Power Station in North Battleford. So if a generator of that scale went down, we could call upon a neighbour to backfill that amount. But our largest current generators are in the 300 to 370 megawatt range, and the current interties to Alberta and North Dakota aren’t large enough to backfill that scale of a unit going down.

The ATCO McNeill Station is the intertie that allows Saskatchewan and Alberta power utilties to exchange power between them. It’s located just on the Alberta side of the border, southwest of Burstall, SK. Google Earth.

 

Those small sizes of interties, especially to Alberta, are a limiting factor when it comes to large-scale implementation of renewables like wind and solar, as well as nuclear power. A prime example is how Alberta often has a surplus of electricity on windy days, and as a result either sells power at very low rates to its neighbours, or even gives it away free – something Pipeline Online has frequently reported. And on days when wind peters out, prices in Alberta often soar to near or even at the theoretical limit of $999.99 per megawatt hour, and Saskatchewan can only sell a relatively small quantity of power to Alberta at those sky-high prices.

If Saskatchewan is to build large scale 1000 megawatt nuclear reactors, it is also going to need the ability to backfill that power when units inevitably shut down for maintenance and refueling. It can either build additional surplus power of that scale and have it on standby, or perhaps use interties to backfill. And if large scale reactors provide Saskatchewan with plentiful surplus power, large-scale interties would allow this province to sell that power to its neighbours.

Interties also play a crucial role during severe weather events, such as when a hailstorm took out Boundary Dam Power Station, or another rain storm took out Poplar River Power Station. And when the United States is affected by severe cold, as it was a few weeks ago, Saskatchewan often sends the maximum it can through our 150 megawatt intertie to North Dakota.

And interties also play a role in stabilizing the frequency of a grid, acting as something of a shock absorber to minimize disruptions of grid frequency. Frequency is an obscure but crucial aspect of electrical grid operation. Major disruptions to the regular 60.0 hertz frequency of a grid can lead to the collapse of a grid, and cascading blackouts.

(To confuse the matter even more, North America is made up of several “interconnects.” Those are grids connected to each other operating synchronously, meaning the sine waves of the alternating current power is in sync with the neighbouring grid. Transmitting power over an intertie to a synchronous grid is a relatively effortless affair. But when power is not synchronized, bad, destructive things happen to grid infrastructure. Alberta and Saskatchewan actually fall on the border of the two major interconnects, and thus cannot easily transmit power to each other without specialized equipment. So any expansion of the interties between Alberta and Saskatchewan will necessitate the addition of that expensive, specialized equipment to handle the transition between the two interconnects over the intertie.)

Urgent investment

On Feb. 11, the NDP said it is “appealing directly to the federal government for urgent investment in interprovincial transmission, as those projects have been left off the national major projects list despite warnings the electricity grid here is at risk.”

Their press release said, “In the fall, the Official Opposition wrote to Prime Minister Mark Carney about the need for the lines and the potential to establish Saskatchewan as an electricity generation powerhouse. A response received later referred to the Major Projects Office being established; however, to date, the only Saskatchewan project being touted by that office is the Foran copper mine.”

“We know Saskatchewan has so much opportunity to grow our economy through the supply of power — we’re situated right in the heart of Canada,” said Saskatchewan NDP Leader Carla Beck. “We can spur generational investment, create good-paying jobs in spaces like renewables and nuclear and so much more. This is about literally powering Saskatchewan’s future.”

The NDP said, “Despite repeated calls from the Official Opposition, Scott Moe and the Sask. Party have refused to disclose which projects, if any, they’ve been advocating for inclusion on the Major Projects Office list.

“A report released earlier this month from the North American Electric Reliability Corporation (NERC) found that the electricity grids in Saskatchewan, Manitoba, Quebec and the Maritimes were all at “elevated risk.” The report says the provinces identified can manage under normal conditions but could face major challenges during instances of extremely hot or cold weather.”

“We risk getting left behind because we have a Sask. Party government with its head buried in the sand,” Young said. “This is an incredible opportunity for Saskatchewan, for our future. If Scott Moe and the Sask. Party won’t do their jobs and deliver on approving major, gamechanging infrastructure like interprovincial interties, then my message to the Prime Minister is to ignore those guys and take us up on our call.

“Saskatchewan can power the prairie economy for generations to come.”

The Saskatchewan NDP said it will soon release a “Grid & Growth Plan” that will provide a new model for electricity generation in Saskatchewan that will keep costs low for consumers, unlock loads of investment potential and reduce emissions. Young has been consulting with stakeholders and brought in an independent firm to model various scenarios for Saskatchewan’s electricity grid.

In depth

Pipeline Online spoke to Young late on Feb. 11. She pointed out “Obviously, this isn’t new ground for us,” and referred to an Op-ed she submitted to Pipeline Online about a year ago.

SaskPower hasn’t publicly announced any major intertie projects to the east or west, although in October Minister of Crown Investments Corp. Jeremy Harrison did speak at length on Oct. 20 about connecting the separate northern grid to the rest of the province in the southern grid. (SaskPower currently sends power to the north via Manitoba interties).

Asked about the lack of SaskPower projects that could be submitted to the Major Projects Office, Young replied, “I think this is exactly the point. This is not new ground for us. We’ve been calling for the need for major federal investment in Saskatchewan’s electricity grid, whether that’s transmission, whether that’s generation, the federal electricity strategy is anticipated shortly.

“And back in the fall, I wrote to Prime Minister Carney to re up my call for major federal investment in Saskatchewan’s electricity sector. I got a response from Minister Hodgson, and he made it very clear that interties and major electricity investments are on the table when it comes to major projects.

“We have called repeatedly for the government of Saskatchewan to make their list public, to let people know what they’re pushing. It might be a great list. We don’t know what’s on it, but what is clear is that they have not been championing the need for critical investment in Saskatchewan’s grid.

“This is about more than electricity. This is about breaking down interprovincial barriers. This is about energy security, and this is about growing the economy, and, frankly, growing the country,” Young said.

 

The Saskatchewan First Energy Security Strategy and Supply Plan released by Minister Harrison Oct. 20 said, “Interprovincial and international transmission infrastructure is needed to enhance the resilience of the provincial electrical grid and to enable the export of excess power for revenue to sustain power systems.’

It also said, “Transmission interties between neighbouring provinces help to mitigate unplanned shortages and manage the electricity system across increasingly diverse power sources. The more interties, the more resilient the electrical grid.

“The McNeill Converter Station on the Alberta-Saskatchewan border currently has capacity to transfer only 150 MW between provinces; given that this is the only tie between the west-east systems in Canada, there may be a national interest to build this or other east-west interties at a larger capacity.

“The Government of Saskatchewan will:

  • “identify transmission projects of priority to Saskatchewan for energy security and economic growth, to complement the business case and forecasted return on investment for any specific transmission infrastructure project;
  • “advocate for federal money to be invested in Saskatchewan for intra-provincial and interjurisdictional transmission to enhance reliability, affordability, energy security, and economic growth.”

Asked about that, and the effort to connect the northern and southern grids within the province, Young replied, “There’s a lot of talk. The Sask. Party has been talking about this since 2007. They’ve been talking about more interties with Manitoba, Alberta to the United States. We don’t need more talk. We need action. And it’s clear the Sask. Party has not been making that case to federal government when it comes to electricity, when it comes to our grid, and growing jobs and security in Saskatchewan. So yes, there’s been a lot of talk, but there hasn’t been any action.”

Asked what specifically the NDP would like to see in terms of capacity for interties to the east and west, Young said she didn’t have the number. “But what we need to significantly expand its capacity when it comes to interprovincial interties. We need to be looking at major investments in larger lines in Saskatchewan. Manitoba and Alberta use 500 kV lines. They have for years. You’ll notice we’re 230 kV across Saskatchewan. And we need to be building out our generation capacity. And frankly, the federal government has a significant role to play in funding that I’ve talked about this a lot, right?”

Young’s point about higher voltage transmission lines is a matter of electrical physics. The higher the voltage, the lower the line resistance, which means more of your power gets from the generator to the end user. The longer the distance, the more beneficial increasingly higher voltage is.

Last October, Young referred to the NDP’s upcoming “Rocks to Reactors” plan. She had spent considerable time investigating nuclear power, including visiting many facilities in Ontario last fall. “We’re still doing consultation work on that, but I promise it is actually happening and ongoing,” Young said.

She added the NDP has been calling for interties, full stop. “If the federal government wants to build one Canadian economy, if they care about creating good jobs, they care about energy security, and they care about reducing emissions. The best bang for their buck is investing in Saskatchewan’s grid.”

Nuclear developments

On Jan. 28, Harrison held a press conference in Saskatoon indicating SaskPower and the province was publicly announcing the start of its formal process to choose a large scale nuclear reactor design in the range of 1,000 megawatts per unit.

Asked about that, Young pointed out she’s been talking about this for several months now. “Large nuclear is absolutely something we need to be considering, going forward.”

But she said Harrison’s recent announcement was “more talk no action.”

“We need to be building out Saskatchewan’s capacity, yesterday. We’ve seen the story before from the Sask. Party, and frankly, I think the Sask. Party is the only government that I can think of who solved for being a year behind in their SMR project is to claim that they’re now going to build going to build big nukes.”

She didn’t indicate a preference for a design at this stage, such as Atkins-Realis’ CANDU or Westinghouse’ AP1000. Young said, “As we go forward, I think you have to evaluate things like energy security. You have to evaluate things like the jobs that are going to be created, right? Are these reactors going to be built using Saskatchewan workers and Saskatchewan power engineers and like steel workers and welders, or these may be built by roving fleet crews, like you see in parts of the United States. These are all important things to go into that deliberation, as well as those conversations like I said, that have been ongoing with industry.”

She added, “I think the thing that I want, that I hope your readers hear, is that the federal energy minister and the prime minister have made clear that interties and major transmission infrastructure are on the table for the Major Projects Office, on the table for federal funding, and Saskatchewan cannot and should not be left off that list again.”

“We’ve been clear. More renewables? Yes. More natural gas? Yes. Continuing with nuclear? Yes.

“Are we going to continue to have questions and do our due diligence and hold the government to account? As long as they continue to be the government on spending, on decisions that are being made about the theoretical continuance of the SMR project, of announcements or commitments they might get us into on big nuclear, we think there needs to be public oversight. We think there needs to be real, genuine engagement and transparency. Because even setting aside nuclear as something that has been controversial in the past, no doubt, we are talking about billions and billions and billions of dollars of public money, and that deserves nothing less than transparency and building trust with the taxpayers of Saskatchewan who are going to be the ones footing the bill.”
