WEYBURN – The Seven Stars Energy Project, which involves building a 200 megawatt capacity wind farm east of Weyburn, is advancing to the next stage on the path to a final investment decision next year.

Enbridge has filed development permit applications with the Rural Municipality of Weyburn and Rural Municipality of Griffin with respect to its proposed Seven Stars wind energy project.

“Enbridge is pleased to advance the Seven Stars Energy Project to the development permit stage and we look forward to the RM reviews of our proposed 200-megawatt wind energy operation. These municipal permitting processes – coupled with the upcoming provincial Environmental Impact Assessment review – will ensure all voices are considered on this important renewable energy project,” the company said in an emailed statement on Nov. 18.

Permits were filed with the RM of Weyburn late last week and RM of Griffin on Nov. 18.

Local development approvals are required in combination with the provincial environmental approval before project construction could proceed. Enbridge said it expects to submit its environmental permit application in early 2026 with an expected decision timeline of mid-2026.

The RM of Weyburn will be holding a public hearing on Dec. 8, but time and location are yet to be determined. The RM is requesting those who wish to speak let the RM know beforehand, although it will be possible to register to speak at the door. Speakers will be limited to 10 minutes each, and the proponent will have the opportunity to open and close the discussion. Affected landowners will be contacted by mail beforehand.

As Nov. 18, no public hearing is planned as of yet for the RM of Griffin, according to a call to the RM office.

“Over the past 16 months, Enbridge has made it a priority to actively listen and respond to feedback from residents and property owners, local businesses and the municipalities. We’ve also engaged with Indigenous Nations and groups, the Province of Saskatchewan, SaskPower and other interested parties,” the company said. “Throughout this time, we have sought to maintain open communication with the goal of building trust and addressing concerns in good faith. While we understand that not everyone will support the project, we remain committed to open communication and collaboration.”

It added, “This robust engagement activity has led to an innovative wind power development that we believe will help meet Saskatchewan’s growing energy needs and aligns with community values and priorities, while providing significant local and regional economic benefits.

Enbridge plans to invest more than $500 million to develop the Seven Stars project. It said, “Over its projected 30-year lifespan, the project will benefit the rural municipalities of Weyburn and Griffin and the City of Weyburn, delivering over $100 million in economic benefits locally – about $3.4 to $4 million annually. This includes tax revenue for local municipalities, lease payments to landowners in the project area, employee salaries, third-party contracting for maintenance and upkeep of Enbridge’s office and warehouse facility, and an Enbridge fund to support community-driven programs and initiatives.
