KIPLING – A new 200 megawatt wind power facility has started construction near Kipling, and it is doing so with the help of $50 million of federal money, Cowessess First Nation, the Canada Infrastructure Bank, and international private investment.

On June 29, federal Minister of Natural Resources Jonathan Wilkinson attended a sod turning at the Bekevar Yōtin Wind Facility site, southeast of Kipling. Yōtin is Saulteaux for “wind,” which brings change, according to Erica Beaudin, chief of Cowessess First Nation.

Cowessess has been at for forefront of renewable power efforts, building its first wind turbine just east of Regina over a decade ago, and pairing it with a battery system. It has since added solar panels to the site. And now it will have a 17 per cent stake in a wind project that will be tied for the largest in Saskatchewan, at 200 megawatts, and cost several hundred million dollars.

Renewable Energy Systems (RES) first approached Cowessess in 2017, according to Jessica Nixon, director of economic development for Cowessess. She noted that the land the ceremony was on was not Cowessess land, but two of the 36 turbines will be on Cowessess land. She acknowledged past chiefs who had the vision to buy land outside the community, with higher economic development prosperity from those lands. And 23 years later, some of that Treaty Land Entitlement lands will host two turbines.

The power purchase agreement with SaskPower was reached in 2021.

Peter Clibbon, RES senior vice president of development, explained how their company brought the project to this stages, but was handing it off to Innagreen, which will own and operate it once built. RES as been a company for 40 years, and in Canada for 25 years. The company’s website bills it as the “world’s largest independent renewable energy company” with 25 gigawatts global portfolio and operational assets supporting 12 gigawatts.

He noted initial contact was made in 2016, and discussions began several years ago with landowners (different speakers said 2016 and 2017).

Clibbon said the first word of their name, Renewable Energy Systems, “Is a beautiful word, because we’re channeling something that’s something that is essentially a force of nature. And it’s a force of nature that isn’t exhausted by virtue of channeling it. And it leads to a spreading of wealth, a spreading of opportunity amongst the community that hosts it, as opposed to concentrating wealth, concentrating power, and exploiting and dispensing of the waste.

“And renewable is a beautiful word in many ways, because it lasts typically the equipment lasts a generation, a human generation. And by its virtue of not devouring what it has been generating, or causing the fuel that has been that’s used to generate electricity, it can be recycled and repurposed, almost perfectly, for future generations. And it’s very much what we’ve always tried to achieve, at RES.”

Bekevar is RES’ ninth project in Western Canada, and first in Saskatchewan. He noted as many as three wind developers had expressed interest in the project.

Clibbon noted a bridge had to be built with Cowessess regarding mutual benefit. They secured equity together, and overcame “an enormous basket of obstacles.” A key one was the COVID-19 pandemic, which precluded holding public meetings in person. It made permitting difficult. Steel doubled in price. The Canadian dollar weakened and lending rates rose. “We’re only here today because of the collaboration of an of a number of government and community organizations that allowed us to get to this to this finish line, which is actually just the beginning of construction,” he said, noting the project would be handed off to the operating firm.

He acknowledged the “substantial grant” from the federal government, which “really helped the project.”

“The Canadian Infrastructure Bank swooped in at the exact right moment, when the project was really on its knees, and needed financial support through the form of its lending mechanisms.”

SaskPower was flexible and transparent, as well as understanding, he said.

Liam Duffy, vice president of renewables for RES Canada, said he would be overseeing the engineering and construction of the project.

He noted, “RES when we construct a project, we engineer it ourselves, we manage the construction, but we rely on local subcontractors to build the project and build the major scopes. And without them, simply put, we cannot build this project.”

He said they hope to build more projects like this in Saskatchewan.

The project will include 18 kilometres of new road, of which 3.5 kilometres will become municipal road. The aggregate will be sourced locally. There will be 106 kilometres of medium voltage underground cable installed, connecting to a substation.

There will be 36 turbines, which will sit on foundations totalling 2,739 tonnes of rebar and 23,248 cubic metres of concrete, locally sourced. The Lafarge concrete batch plant, with numerous cement trucks, was across the road. Fifteen turbines will arrive this year, arriving initially in September, and will be erected prior to their winter shutdown. “We don’t want to be here when it’s -40,” he noted, adding they will resume construction in the spring of 2024 with the delivery of the remaining 21 turbines.

This schedule is in contrast to the construction of the Golden South Wind Facility near Assiniboia by another company, which had full-scale construction happening in January, 2021.

Duffy said the project should be brought online in late 2023.

One of those subcontractors is Kipling-based Gee Bee Construction Cowessess Joint Venture, a joint venture which was already existing and in place. It will be doing the dirt work, like building roads and digging the foundations.

Once the project is complete, it will be taken over by Innagreen, which provides institutional investors with access to investments in utility-scale renewable energy projects. That company, in turn, is backed by global infrastructure asset manager, HRL Morrison & Co.

Wilkinson noted it wasn’t that long ago he was present at the 10 megawatt solar farm Cowessess had installed east of Regina. He thanked and commended Cowessess “for its leadership in building clean energy infrastructure that is going to help us to reduce carbon emissions and create good jobs and economic opportunities for their people, and for Saskatchewan as a whole.”

Wilkinson said, “With respect to building out a clean, reliable and affordable grid, this is a historic undertaking. Last week, the Canadian Energy Regulator put out a report which underline that a much larger and emissions-free electricity grid will be the backbone of a net-zero economy. Such a grid will help us reduce emissions from transportation and buildings, but it will also enable provinces and territories to attract new industry, industry that increasingly requires clean electricity in order to be able to sell their products in the global market.

“Building this grid will not be simple. I think you will hear that from the CEO of SaskPower. But if we all agree on the importance of the end goal, and craft strategies and partnerships to get there, it certainly can be done and that is true in every province and territory in this country.

“With respect to indigenous participation, the Government of Canada has an obligation and is very much committed to advancing reconciliation across the country. This very much includes in the natural resources space where Indigenous consultation and partnerships must be at the heart of what we do. Indeed, a robust approach to enabling Indigenous economic participation in major energy and resource projects is a key part of advancing economic reconciliation. We must ensure we are working to ensure such participation such that long term benefits flow back to the communities from the natural resources that exist within their traditional territories.

“Which brings me to today. Today, I am certainly honored to be here with our partners to break ground on the Bekevar Wind Power Project here with Cowessess. First Nation, we are committing as a federal government $50 million to this 200 megawatt zero emission facility.

“And just to put that in perspective, that’s enough power to serve 100,000 homes. It will reduce emissions by about 130,000 tonnes of carbon dioxide per year.

“This kind of project is what building a clean, reliable and affordable energy grid looks like across this country. It is a great example of partnerships between governments and the power producers and Indigenous partners. It is about the creation of sustainable jobs, and of building sustainable infrastructure. I certainly want to congratulate everyone involved in this important project. I have certainly greatly valued the partnership with Cowessess First Nation. And I look forward to seeing more of these things actually being built over the coming years.

Speaking to reporters later, Wilkinson said, “The investment that we’ve done, essentially ends up as equity that is owned by the Cowessess First Nation, and they will receive the financial returns associated with the project, not the Government of Canada, it’s about enabling local communities to actually benefit in the energy transition. But some of the other benefits that we do see are the build out a clean power as we look to decarbonize the energy grid, and then work with SaskPower to do that. So that’s that’s a big benefit for the people of Canada.”

Speaking to Pipeline Online on July 4, Saskatchewan Minister of Justice Bronwyn Eyre noted that the money the federal government was providing came from the Output Based Pricing System, which is a regulatory charge on fuel. It’s another form of carbon taxation, part of what the federal government legislated as a “price on pollution.”

Eyre noted that was money that came from Saskatchewan. “That’s money that’s returned through money that was collected by the federal government under the output-based emitters and so on. And so, that is now also magnanimously returned to the province, and that’s what we saw announced at Kipling.”

The Canada Infrastructure Bank invested $173 million in the project, according to the CIB’s Hillary Thatcher. The total cost of the project is in the hundreds of billions of dollars, but the private firms involved did not wish to disclose the full cost of the project.

Recently-elected Chief Erica Beaudin acknowledged the previous leadership who had worked on the project.

She said six weeks previously she was in a ceremony about yōtin, or wind, and how it was “a gift from gift from creator, to allow us as human beings to first of all communicate. Because without wind, we could not speak, we could not talk. And if you move it from the individual, and you go out to the environment, the wind is there as a gift from Creator to assist us with change. And that’s what wind really does is it represents change.

“And as we look at climate change, and the way that our environment has, has become different in all of us,” she said.

“We can feel the wind pick up and the change that has been there. We see the flooding, we see many of the differences that that our environment has had. And then when we look back and we think about that lesson, that that was given to us in in ceremony about the gift, the gift of Creator, how much Creator loves us, our Creator loves us, in giving us what we need at all times.

“In this instance, I see this as a gift of the wind coming and that in some ways it creates destruction, it creates that change. But also, on the other hand of that that gift of yōtin is our ability to utilize that as an element and bring us forward so that we don’t have that destruction only. But we have that ability to not only survive, but to thrive, to thrive as well.”

She noted that Cowessess has been working on renewable energy for 15-20 years, before it was a catchword or acknowledged by governments of the day.

Rupen Pandya, president and CEO of SaskPower, commended Cowessess and the companies involved. “The Bekevar Wind Facility is an important project that showcases the value of partnership, collaboration and shared commitment to creating a sustainable future. And the future is top of mind at SaskPower.

“Right now, we’re in the midst of an energy transition that is underway across the globe, with the shift to low carbon and renewable energy production. And this transition is the most profound transition that this company has faced in the last 100 years, and I would argue probably the electricity industry in this country has faced in the last 150 years.

“This transition will require SaskPower to evolve into a different kind of power company. And SaskPower is committed to achieving net zero greenhouse gas emissions across our power system and decarbonizing power as quickly as possible. Investment in renewable power generation such as wind and solar is an important part of reaching net-zero. And we’re on track to meeting this commitment. We plan to add 3,000 megawatts of wind and solar generation by 2035 into our grid. Currently Saskatchewan’s power mix includes about 5,400 megawatts of capacity, and wind generation currently includes is 600 megawatts of that generation making up about 11 per cent of our capacity.

“The Bekevar Wind Facility will add another 200 megawatts on its own, and this facility will supply enough renewable power to power 100,000 homes, on average.

“To bring this power into the province’s power grid, SaskPower will also be building a 10 Kilometer power line to connect the Bekevar Wind Facility. This linear line will run from the Kennedy switching station that’s located east of this location, and it’ll connect at this location.”

Pandya noted, “In 2022, SaskPower integrated 422 megawatts of renewables into our grid, that is the largest integration of renewables in this province’s history. And last fall, we announced that we would be adding an additional 700 megawatts of renewable generation in the provinces south central area, and this new capacity will include 400 megawatts of wind, and an additional 300 megawatts of solar.

“And we’re starting the competitive process for some of that this summer. We hope to issue RFPs this July, and have that power in production by 2027.

“Our mission as a company is to provide reliable, sustainable, and cost effective power. And everything we do will always remain focused on those three pillars.

“As SaskPower works to meet the growing demand for electricity, we must convert the majority of our generation capacity, the capacity that has taken us over 100 years to build, to carbon-neutral or non-emitting sources of generation. And as the rest of the province decarbonize and increasingly relies on SaskPower, through the electrification of transportation, heating and industrial processes, our role will become more critical.”

Innagreen CEO

Olly Alexander is CEO of Innagreen, the company that will take over, own and operate the project once it is completed. He said Innagreen is an international investment manager which acquires renewable energy projects at the ready-to-build stage, and then owns them over the long term. Innagreen’s majority investor is New Zealand-based infrastructure asset manager HRL Morrison & Co. He said NORD/LB was the project’s other lender, besides the Canadian Infrastructure Bank. Germany-based NORD/LB calls itself “one of the leading financers of renewable energies.”

He noted, “Innagreen became involved in the project around 18 months ago. This happened to be at a similar time to the world starting to come out of COVID and ensuring pressure this is put on supply chains and equipment costs.”

Alexander said, “I’m very excited about what this project will deliver for our service community in terms of job opportunities, connected to the project through both construction and operations, as well as delivering a stable income stream to the nation over the next 30 years.”
