REGINA – Some people take their pipeline support pretty seriously. That includes the leader of the Saskatchewan New Democratic Party.

Leader of the Opposition Carla Beck called the words of Minister of Trade and Export Jeremy Harrison a “a dead lie,” when he questioned the Saskatchewan New Democratic Party’s support of pipelines.

That, in turn, is a big parliamentary no-no. Calling someone a liar is a high offence. And if a member does not retract such statements, the speaker will “name” the member, punting them from the assembly. And that’s what Speaker Corey Tochor did.

This is the verbatim Hansard transcript. It starts off with Energy Critic Aleana Young talking about steelmaking:

 

Pipeline Manufacturing and Markets for Steel

Ms. Aleana. Young: — Thank you very much, Mr. Speaker. There’s a delegation of steelworkers here today meeting with members from both sides of the House to talk about the issues that matter to them. And here in Regina, when you’re talking about steel, you’re talking about Local 5890 out at Evraz.

And as we all know, Mr. Speaker, the plant isn’t as busy as it should be because there aren’t enough orders and there aren’t enough pipelines getting built. So what is the plan from this Sask Party government to make sure that steel from that plant gets used in Saskatchewan projects to create Saskatchewan jobs?

The Speaker: — I recognize the Minister of Trade and Export Development.

Hon. Mr. Jeremy Harrison: — I hardly know where to start, Mr. Speaker. This is an opposition that has stood up at every opportunity to vote against pipelines, Mr. Speaker. This is an opposition that has stood up at every opportunity to oppose the energy sector, Mr. Speaker. This is an opposition whose national leader has made it a condition of his support for Justin Trudeau to make sure that no further energy projects happen in this country, Mr. Speaker.

The hypocrisy of these members is stunning, and I think, Mr. Speaker, that everybody in this province knows it very, very well. They have zero credibility on the economy. They have zero credibility on energy. And they have even less credibility when it comes to pipelines.

The Speaker: — I recognize the member from Regina University.

Ms. A. Young: — Thank you very much, Mr. Speaker. The member opposite doesn’t know where to start? How about getting a pipeline built to tidewater after 16 years in government? Because, Mr. Speaker, the minister knows that everything he just said is dead wrong. We oppose the carbon tax. We oppose Bill C-69, the clean electricity standards, and this is serious, Mr. Speaker.

The world is changing and there’s a realization that we need to refocus on manufacturing and build more here in North America. And these women and men make some of the cleanest steel, not just in Canada but in the world. There is tremendous opportunity to tell this story and create good jobs here using Saskatchewan steel manufactured across Canada and the continent.

So what role, Mr. Speaker, does the minister see for steelworkers here in Regina being part of this resurgence of North American manufacturing?

The Speaker: — I recognize the Minister of Trade and Export Development.

Hon. Mr. J. Harrison: — You know what, Mr. Speaker? This is why they are laughed at when it comes to the economy. Everybody knows what their position is because they continuously vote to oppose pipelines, Mr. Speaker. They have had the opportunity in this House over and over and over again, and they stand up and they vote against the construction of pipelines.

In addition to that, Mr. Speaker, what do they do? They invite Jagmeet Singh to speak at their fundraisers, Mr. Speaker, the individual whose entire reason for supporting Justin Trudeau is to make sure another pipeline in this country never gets built. This is why they have absolutely zero credibility on every economic file, and none more so than when it comes to pipelines in the energy sector.

The Speaker: — I recognize the Leader of the Opposition.

Ms. Carla Beck: — Mr. Speaker, you know, I think the minister likes to think him rather clever within the walls of this Assembly. Everything that that minister just said is a dead lie. Does he have the courage to say it out . . .

The Speaker: — I ask the Leader of the Opposition to withdraw and apologize for that comment.

Ms. Beck: — Mr. Speaker, I stand by what I said. Everything that he just said is a dead lie.

The Speaker: — I ask again. Withdraw and apologize. One more time I will ask the member of the opposition to withdraw and apologize.

Ms. Beck: — I’m afraid, Mr. Speaker, I have to draw a line. I will not withdraw.

The Speaker: — Ms. Carla Beck, I hereby name you for disregarding the authority of the Chair. Pursuant to rule 57(2) the member is suspended from the service of the Assembly for the remainder of the sitting day. I ask the Sergeant-at-Arms to remove the member.

And here was Beck’s tweet, justifying her actions:

 

 

Going back to the granddaddy of all parliaments, the UK’s, it’s websites notes, “Naming of a Member is the term used to describe the disciplining of an MP for breaking the rules of the House of Commons. The only time names are used in the House of Commons chamber are when the Speaker calls MPs to speak or disciplines them.”

They take it pretty seriously over across the pond, as “A ‘named’ Member loses their parliamentary salary for the period of their suspension. Should a Member refuse to withdraw and then resist removal, they will be suspended for the rest of the session.”

But back in the day, long before the colonization of Canada, getting kicked out of Parliament was a pretty serious deal, with potentially deadly consequences.

In Canada these days, everyone keeps their heads, but naming still happens from time to time, and will make the evening news. Former federal NDP Leader Ed Broadbent was named for accusing Pierre Trudeau and Brian Mulroney (2x) of lying.

(Editor’s note: This is what you get when the editor spent seven years in Saskatchewan Youth Parliament before building pipelines. I couldn’t confirm people used to get their heads lopped off for being named, so maybe that was just a rumor.)
